About this file

This document is a Justification for Restricting Competition under FAR Part 12 Simplified Acquisition Procedures for a purchase over the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.

The Department of Veterans Affairs, Network Contracting Office 23 (located in Coralville, Iowa) is procuring Stryker PiDrive-2 Surgical Drills and attachments for the Iowa City VA Health Care System's Operating Room. The required items include two PiDrive+ 2 Motors, various Elite and HD angled and straight attachments ranging from 7cm to 14cm, an electric hand switch for right-handed use, and signature sterilization trays (large). The justification restricts competition to Stryker as the sole source because the Iowa City VA currently operates an integrated Stryker surgical equipment system, including consoles and existing inventory of attachments. Stryker equipment is proprietary and only functions with other Stryker components; using alternative suppliers would create operational incompatibility, increase failure risk, and introduce confusion in the operating room environment. Market research conducted included direct phone conversations with the mission partner regarding current equipment, online research of Stryker literature and manuals, and email correspondence with Stryker confirming their equipment is distributed through authorized distributors that are Service-Disabled Veteran Owned Small Businesses. The Contracting Officer, Joseph Bennett, certified the justification on February 24, 2026, approving the purchase in accordance with FAR 13.106-1(b).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Operating Room at the Iowa City VA currently owns and uses the Stryker System of surgical equipment. This system includes Drills and Attachments powered and driven by a Console made by the same brand name and includes trays of the same brand name designed specifically to hold and mount this equipment for proper sterilization procedures.

The drills and attachments must work with the Stryker brand consoles currently in use at the medical center and must work interchangeably and seamlessly with the current inventory of attachments and equipment with minimal failure or confusion for the operating room environment. To ensure the greatest amount of ease, the least amount of failure and confusion and given that Stryker equipment only works with Stryker equipment, the Stryker Drills and Stryker Attachments listed above are the only ones that can satisfy this requirement.
