About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) dated March 2026, issued by AFMC 772TS/EWOX at Edwards Air Force Base, California, authorizing a brand-name, firm-fixed-price contract for Uninterrupted Power Supply (UPS) materials.
The procurement seeks to procure specific brand-name components and batteries from Eaton, C&D Technologies, and EnerSys to maintain and restore operational capability of existing UPS systems. Required items include: 40 batteries (Part Number UPS12-355PLP) for UPS #2; two power modules (Part Number 744-A4535), twelve fans (Part Number P-151000010), and three fans (Part Number 151101091-001) for UPS #1; and 160 batteries (Part Number 12-HX-400FR) for UPS #3 and #4. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, establishing that only one responsible source exists and no other supplies will satisfy agency requirements. The specified part numbers are essential for compatibility and interoperability with existing Eaton and Toshiba UPS systems; substituting alternative components could result in equipment damage, warranty voidation, reduced runtime, improper charging characteristics, and system failures. A combined synopsis/solicitation will be posted on the Government Point of Entry to solicit offers from all responsible sources, including "brand name or equal" descriptions with salient characteristics. The contracting officer is responsible for determining fair and reasonable pricing in accordance with RFO Subpart 15.4. The justification was signed by Contracting Officer Jenna A. Jacobson on April 28, 2026, and certified by Technical and Requirements Personnel Stacey Warren on April 13, 2026.

Department of the Air Force: Justification for Other Than Full and Open Competition
CUI

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: AFMC - 772TS/EWOX Contracting Activity: AFTC/PZZG 5 South Wolfe Ave.
Edwards AFB, CA 93524
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This justification seeks approval to issue a brand-name, firm-fixed-price contract for the procurement of Eaton, C&D Technologies, and EnerSys Uninterrupted Power Supply materials to meet the agency’s operational requirements.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The following brand-name components and batteries are required to maintain and restore the full operational capability of existing UPS systems:
For UPS #2: 40 batteries, Part Number UPS12-355PLP.
For UPS #1:
Two Power Modules, Part Number 744-A4535 Twelve Fans, Part Number P-151000010 Three Fans, Part Number 151101091-001
For UPS #3 & #4: 160 batteries, Part Number 12-HX-400FR.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The specified part numbers are essential for compatibility and interoperability with the existing Eaton and Toshiba UPS systems. Using components from other manufacturers would introduce unacceptable risks of equipment damage, system failure, and voiding of existing warranties. To ensure operational reliability and prevent costly downtime of critical systems, the use of the specified brand-name parts or an "equal" that meets the identical salient characteristics is required.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
A combined synopsis/solicitation will be posted on the Government Point of Entry (GPE) to solicit offers from all responsible sources. The solicitation will include the "brand name or equal" description and the salient characteristics that equal products must meet.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
For the battery components, the UPS is configured and certified to operate with specific C&D Technologies and EnerSys battery models. Substituting alternative batteries could result in reduced runtime, improper charging characteristics, or failure to meet OEM-specified electrical tolerances. The Government has previously invested in this UPS infrastructure, and maintaining OEM-approved components ensures continuity of operations, reduces technical risk, and avoids additional costs associated with re-certification, system reconfiguration, or potential equipment failure. These factors collectively support the need for brand-name components to ensure safe, reliable, and uninterrupted mission support.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
To overcome barriers to competition in future acquisitions, the Government will evaluate opportunities to increase standardization and interoperability across UPS systems during future recapitalization or system replacement cycles. As part of this effort, the Government will assess whether alternative UPS architectures or open-standard power systems could meet mission requirements while allowing for broader competition among component manufacturers.
