About this file

This is a Single Source Justification document for a simplified acquisition by the 846th Test Squadron at Arnold Engineering Development Complex. The contracting activity is PZ (Arnold) OL Holloman, with the project designated as the 9155D Calibration Workstation Calibration. The purchase request/local ID number is TBD, and the estimated contract cost (including options) is redacted.

The Government seeks calibration services for a Modal 9155D Calibration Workstation, which performs mandatory calibration for approximately 80% of mission-critical sensors used by the Holloman High Speed Test Track. The workstation is essential to maintaining test program integrity and DoD mission objectives. The justification restricts this acquisition to The Modal Shop, Inc., as the Original Equipment Manufacturer (OEM), citing that they are the only source capable of meeting comprehensive requirements without unacceptable risks. These risks include warranty voiding, unmitigated financial and operational exposure from system failures, potential catastrophic damage to unique test sensors with replacement costs exceeding $[redacted], and loss of loaner equipment availability that would halt sensor calibrations. Market research and vendor contact confirmed no viable competitors could fulfill the complete requirements, including proprietary system access, comprehensive warranty coverage, and loaner equipment provisions. The Government is taking steps to foster future competition through continuous market surveillance. The contracting officer, Brett Moore (NH03), made the determination on March 23, 2026, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).
