Contractor must coordinate location of staging area, and proposed crane, lift or other heavy machinery working locations with RE who will coordinate with local SSC to verify there are no known cables in the vicinity. If advised Contractor must utilize plywood to distribute loads and minimize risk of damage to underground cables.
RE will coordinate with SSC and Contractor regarding relocation of antennas and other equipment mounted on roof for the demolition and replacement of the roofing system and guardrail. The SSC will coordinate the reinstallation after the completion of the roofing system and guardrail.
Contractor will complete activities above 85 dB when the ATCT is closed. Work exceeding 85 dB for short periods of time will be coordinated with the RE and Air Traffic.
Sealants, adhesives, and paints must be water based and lowest VOC products available WHERE POSSIBLE. High wind region of Miami limits roofing product availability meeting wind uplift strength requirements to 250 g/L. All adhesives, sealants, paints, solvents, and cleansers must have SDS submitted to both the ES EOSH Specialist and Miami District SECM for approval prior to the RE allowing a product on the project site. RE will verify all products on site against the approved SDSs. The RE will maintain a SDS binder on site.
A PID will be used by the RE 1-2 days prior to the start of roof construction to establish a baseline reading for reference if any air quality complaints should be submitted by Air Traffic.*
Hydroxyl generators must run in the Cab and on 7th floor during roof replacement activities.
A back-up hydroxyl generator will be kept on site.
Contractor must seal air intake vents on 7th floor. Provide fresh air to Cab for positive pressurization. Fresh air supply should be from upwind direction of work area.
Prior to any excavation the Contractor must conduct an underground utility location survey and mark any locations found. Public utilities and the FAA SSC must also be consulted and their cables identified and marked.
A daily meeting will be held between the Contractor, RE, AT and SSC prior to each work shift to discuss approved work activities from the Risk Register for the day. Any sensitive unforseen AT activities that require an adjustment to previously planned work will be identified.
A Miami Dade Aviation Department and FAA Hot Work Permit will be completed by the RE.
All welding will be completed at night when the ATCT is closed. The Contractor must place a smoke eater in the Cab during welding activities. Fire extinguishers must be staged in the welding area and in the Cab and a Fire Watch must be employed. Contractor must use an in-line fan to redirect smoke from welding.
11 Route emergency egress through EG Room exit door.
Contractor and RE must verify with ZMA/National Weather Service any rain forecast before allowing the Contractor to begin roof replacement activities.
13 Work must be completed when ATCT is closed, between 11pm and 6am.
DBRITE, STARS, Obstruction Lights, Air Conditioning etc. will be effected by shutdown of Panel H. Coordinate shutdown with SSC, Air Traffic, Jose Hernandez at Miami Nav SSC and Jose Rodriguez Miami Radar SSC. Explore UPS borrow(Jeff Whitten?) or purchase (Purchase Card) for reboot of STARS.
15 Contractor must follow Lock Out/Tag Out procetures for electrical breaker.
Soldering must be performed away from the building when possible. IF soldering is required in place, a Miami Dade Aviation Department and FAA Hot Work Permit will be completed by the RE. All soldering must be completed at night when the ATCT is closed. The Contractor must place a smoke eater in the Cab during soldering activities. Fire extinguishers must be staged in the soldering area and in the Cab and a Fire Watch must be employed. Contractor must use an in-line fan to redirect smoke from soldering.
Mitigation Scope of Work Register (MSOW)
*PID Baseline will consist of readings 1 time per hour throughout a typical work day throughout the facility. The SECM will provide instruction to the RE on use of the PID and establishing the PID baseline. Each reading will include the time, location, and reading.
