About this file
This is a technical specifications document for the Rosebud Lift Station Construction project, a firm-fixed-price solicitation issued by the Indian Health Service for replacement of an existing wastewater lift station serving the Rosebud Hospital complex in South Dakota. The project has a 120-calendar-day performance period and estimated construction value between $500,000 and $1,000,000, with TERO applicability.
The specifications detail comprehensive requirements for complete lift station replacement, including: precast double-box concrete wet well and valve vault structures designed for AASHTO HS20 heavy traffic loading; two submersible chopper-style sewage pumps (95 gpm, 7.5/5.5 hp, 480V three-phase) with auto-coupling guide rail systems; ductile iron and PVC piping with appropriate pressure ratings and coatings; gate valves, check valves, and air release/vacuum valves; a complete control panel with programmable logic controller, SCADA system, electromagnetic flow meter, and four-float level control; a manual crane hoist with 1000-lb capacity; chain link fencing with barbed wire; yard hydrant; and site work including excavation, bedding, backfill, grading, and seeding. All materials must meet specified ASTM, AWWA, and ANSI standards. Concrete strength requirements are 4,000 psi at 28 days for structural elements. The contractor must provide factory-trained startup service, comprehensive operation and maintenance manuals, and comply with low-pressure air testing for gravity sewers and pressure testing for force mains. Construction must occur during standard working hours (7 AM to 5 PM, Monday through Friday) unless approved otherwise, with pre-construction and progress meetings required.
