About this file
This document is a comprehensive set of project specifications for a U.S. Indian Health Service pavement replacement and site improvement project in Fort Duchesne, Utah. The project involves replacing existing asphalt paving, constructing new parking areas, restriping parking lots, replacing concrete curb and gutter, installing new concrete sidewalks and curb ramps, correcting drainage issues, installing new irrigation lines, and sowing grass. The contract is a Firm Fixed Price (FFP) procurement set aside exclusively for Indian Small Business Economic Enterprise (ISBEE) contractors, with a project value estimated between $1-5 million and a 365-calendar day performance period.
The specifications detail extensive technical requirements for site preparation, soil modification, concrete and asphalt work, irrigation installation, and landscaping. Key components include precise specifications for soil composition, concrete and asphalt materials, drainage systems, planting soil, irrigation equipment, and plant installation. The project will be solicited as a Request for Proposal (RFP) using Lowest Price Technically Acceptable (LPTA) evaluation criteria, with a mandatory site visit scheduled for August 14, 2025. Contractors must be registered in the System for Award Management (SAM) and meet the $45 million average annual revenue threshold for small business classification.
