Created By:

Civil Engineer – USFS – Durango, CO tucker.bowman@usda.gov; 970-203-5263
Project Location:

CONTRACT #: TBD Pagosa Ranger District Security Upgrade San Juan National Forest
Scope of Contract
Background
The Pagosa Ranger District (RD) Office located in Pagosa Springs, CO was built in the late 1960’s and recently remodeled in 2018. Due to increased recreation in the area, the Pagosa RD Office has seen a significant uptick in visitation each year. The main lobby of the building is used a public space for community members to collect information about recreational activities, learn about the public lands in the area, and shop for Forest Service merchandise such as t-shirts, hats, gifts, etc. The current design of the lobby opens directly to the rest of the building without a door separating the public from government employees and has issues with organization within the lobby due to the layout of the building. Each of these issues pose a risk to the government employees and government property. The proposed project will help address these issues by installing a new wall and door that separates the main lobby from the rest of the building, installing walls to build a small conference room in the existing lobby, and installing several security cameras and other security features for the USFS employees.
Lobby Remodel and Security Upgrades
1. 151 – Mobilization
The Contractor is required to move personnel, equipment, material, and incidentals to the project site before initiating work. The Contractor will be able to park, store materials, and place a dumpster on the west side of the building. See 3.1 - Drawing Set 1 – USFS Site and Details for a plan overview of the site and 3.2 – FS Specifications for additional details.
2. 637 – Facilities and Services
The Contractor will be required to provide all materials, equipment, and labor to install several Contractor supplied interior walls, four (4) interior doors, one (1) window, four (4) security cameras, and other security features for the USFS personnel. The descriptions of each work item are provided below as well as in the attached Drawing Set 1 – USFS Site and Details.
• Interior Walls
The interior walls will be located as outlined in the attached Drawing Set 1 – USFS Site and Details and rated for 1-hour. The sill plate will be secured to the subfloor and the top plate will be secured to the underside of the roof trusses. Demolition of the ceiling and floor tile will occur as required. One wall will be constructed to create a new, small conference room within the main lobby. One wall will also be installed at the western entrance of front desk area from the main hallway to close it off to the rest of the building (the east entrance will be the only employee entrance to the front desk area). All walls must be insulated to provide an adequate sound barrier, must match the existing walls in the building, and must follow the specifications outlined in the codes listed in the Contractor Requirements section of this SOW. The Contractor is required to verify all dimensions in field and build walls to the existing ceiling height. See Drawing Set 1 – USFS Site and Details for more information.
• Interior Doors
The four (4) interior doors will match the existing door material throughout the building.
Three (3) of the doors will be 36” wide and one (1) door will be 30” wide. All doors must have a 20-minute rating, utilize accessible lever-style handles, push bars, and hydraulic door closers to match throughout building and must swing as outlined in the attached Drawing Set 1 – USFS Site and Details. The two (2) interior doors leading into the main hallway shall come equipped with security glass (wirelite). These hallway doors will need to be integrated to the existing Lenel security system of the building. See the Lenel System Integration section of this SOW for a description on the system specifics. The one
(1) door leading into the newly constructed conference room in the main lobby will not require glass nor integration with the Lenel security system. The one (1) door located within the new conference room will be 30” wide and be utilized as a lockable closet door. All doors must follow the specifications outlined in the codes listed in the Contractor Requirements section of this SOW.
• Window
One (1) window will be installed within the bump-out section of the existing lobby and will be a left-hand swing. The window will be 24” x 64” and must match the existing windows within the building. The window must follow the specifications outlined in the codes listed in the Contractor Requirements section of this SOW. See Drawing Set 1 – USFS Site and Details for more information.
• Security Cameras
Four (4) security cameras will be installed to the building; three (3) cameras will be located on the exterior of the building, while one (1) will be located within the front lobby. For the exterior cameras, one (1) will face south near the front entrance of the building, one (1) will face northwest between the two employee entrances in the courtyard, and one (1) will face directly north above the second story entrance (also in the courtyard). The security cameras will need to be wide angled, protected, and combined with a monitoring system for the front desk personnel and controls installed in the server room. The monitoring system must be compatible for existing USFS computers or other electronic devices (such as an iPhone or tablet). If it is not feasible to connect to the existing USFS system, the Contractor must work with the COR to find a location for separate camera monitors to be installed. See Drawing Set 1 – USFS Site and Details for more information.
• Other Security Features
The Contractor must provide an electronic locking mechanism for the front door that can be remotely triggered from the front desk in case of emergency situations. The Contractor also must provide the front desk personnel with a Lenel card reader behind the desk as a way for employees to “buzz-in” visitors that do not carry a Lenel Linc-Pass.
The Contractor must install three (3) interior Lenel card readers and one (1) exterior Lenel card reader for the front entrance. See Drawing Set 1 – USFS Site and Details for more information.
• Demolition
The Contractor is required to demolish all necessary ceiling tiles and flooring to install the walls, doors, window, and various security features. The Contractor is required to remove the light located within the new conference room closet and replace with a tile that matches the existing ceiling. The Contractor will be responsible to remove all unused material from the site. If excess demolition material is expected, the Contractor must supply their own dumpster and use of USFS trash receptables will be prohibited. The Contractor will be allowed to place a dumpster on the west side of the building in the customer parking area for the duration of the project. See Drawing Set 1 – USFS Site and Details for more information.
• Electrical
The Contractor will be responsible for supplying all the necessary wiring, breakers, connections, and labor to properly install all electrical components of the contract. The Contractor will be required to install a light switch for the small new conference room.
The lighting within this area must be re-routed to align with the new layout and new light switches must be installed accordingly. All light switches and outlets must be labeled to represent which breakers they are connected to both inside the breaker panel and on the outlet/switch itself. See Drawing Set 1 – USFS Site and Details for more information on the existing layout of the electrical components of the building. Electrical work must follow the specifications outlined in codes listed in the Contractor Requirements section of this SOW.
• Flooring
The Contractor is required to remove the existing tile within the main lobby and extend the existing vinyl flooring to the counter with matching flooring. The area of existing tile to be removed is approximately 150” x 66” and is located within the main lobby. See Photo 8 – Existing Lobby Floor in the Site Photos section below.
