About this file
This is a FAR Part 12 Justification and Approval document for a procurement conducted on an other than full and open competition basis. The Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), is procuring precast concrete products for force protection research involving ballistic testing. The requirement consists of 100 units of 4-foot by 4-foot, 6-inch-thick precast concrete slabs with non-conventional reinforcement details (zone of no steel), one crated ASTM C31 cylinder (4x8 field cured), two 5-gallon buckets of representation aggregate, and shipping to the ERDC facility. The contractor must provide a 28-day concrete strength report per ASTM 39, mix design documentation, and related certifications for steel and aggregates. The estimated contract value is $66,900.00.
The procurement is set aside as a competitive HUBZone procurement following market research determination that the requirement qualifies as a commercial item. The justification cites Title 10 U.S.C. §41 USC 1901 and FAR 12.201-1 as authority, with the basis that multiple hub-zone businesses are qualified. A Notice of Intent will be posted on SAM to obtain and increase competition. Historical procurement data demonstrates prior purchases of similar concrete items from vendors including Gunco LLC, Tarpan Construction, Justin J. Reeves, Vinco Inc, and Rinker Materials through various contract mechanisms including direct 8(a) awards, BPA calls, and credit card purchases between 2020 and 2025. The contracting officer is David Ammermann, and the requirement was approved on April 30, 2026.

Part 12 Justification and Approval for Other than Full and Open Competition
1. Requiring Activity: Precast Concrete Slabs, Cylinders, and Materials
2. Contracting Activity: The Geotechnical and Structures Laboratory (GSL) is conducting research in multiple areas of force protection, involving extensive laboratory and field experimentation. A need for a quantity of (100) concrete precast slabs has been defined for an upcoming research event. These are a ballistic target requiring a non-conventional reinforcement detail or zone of no steel; hence the requirements of a customized design provided in the Description of Requirement (DOR). The items are detailed in the description of requirements section. This is estimated at
3. Description of Action: The Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement for precast concrete products. The following table outline the three parts of this requirement: 1) slabs, 2) crated cylinders, and 3) bulk aggregate.
