About this file
This is a Market Research Report for the purchase of precast concrete slabs, cylinders, and aggregate materials for the Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL). The requirement is for 100 units of 4-foot by 4-foot, 6-inch-thick precast concrete slabs designed as ballistic targets with non-conventional reinforcement details (zone of no steel). Line items also include one crate of ASTM C31 cylinders (4x8, field-cured) for research purposes and two 5-gallon buckets of representative aggregate samples (fine and coarse). The contractor must provide 28-day concrete strength reports via email to verify ASTM 39 compliance, mix design documentation, and certifications for steel and aggregates. Delivery is required to ERDC Test Facility, Fort Johnson, Louisiana, no later than 45 days after contract award, with ERDC providing heavy equipment for off-loading.
The estimated contract value is $66,900, which falls below the simplified acquisition threshold. The requirement is classified as a commercial product and will be set aside as a competitive HUBZone procurement. Qualified vendors identified with active registrations include Tarpan Construction LLC, Justin J. Reeves LLC, and Gainey's Concrete Products, all SBA-certified HUBZone small businesses with previous successful performance on similar concrete contracts. GUNCO, LLC, an SBA-certified 8(a) Program Participant, has also demonstrated capability but is not eligible for HUBZone set-aside consideration. The market research confirms that multiple contractors are capable of meeting these specifications, and no mandatory sources (such as GSA schedules) are available for this specialized product.

Market Research Report For Purchase of Precast Concrete Slabs, Cylinders, and Materials
Author: John Hoemann and Contracting Report
Date: 11 April 2026 Estimated Value:
1. Background Information
The Geotechnical and Structures Laboratory (GSL) is conducting research in multiple areas of force protection, involving extensive laboratory and field experimentation. A need for a quantity of (100) concrete precast slabs has been defined for an upcoming research event. These are a ballistic target requiring a non-conventional reinforcement detail or zone of no steel; hence the requirements of a customized design provided in the Description of Requirement (DOR). The items are detailed in the description of requirements section below.
2. Description of Requirement
The Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement for precast concrete products. The following table outline the three parts of this requirement: 1) slabs, 2) crated cylinders, and 3) bulk aggregate.
Line Item Quantity Description 1 6-inch-thick slab 100 4-ft x 4-ft, 6-inch-thick precast concrete slabs, see additional notes and sketch on pages 2 & 3
Contractor shall provide:
28-day concrete strength report; electrically transmitted (emailed) for proof of ASTM 39 requirement.
Mix Design and any related certifications for steel and aggregate(s).
2 ASTM C31
cylinders, 4x8 “field cured”
1 Crated in a padded box, labeled (see instructions below, page 1)
3 5-gallon buckets of aggregate
1 Two 5-gallon buckets sealed with lids of representation aggregates used in the slabs above
Shipping 1 Delivery Location below. ERDC will provide heavy equipment for off-loading. Slabs can be shipped as individual stacked or in palletized bundles for handling
Delivery Location: ERDC Test Facility, Fort Johnson, LA.
Delivery Date: No later than 45 days after award.
Notes:
The ASTM C31 cylinders, line item 2, should be a representation of the 100 slabs. Crating and shipping should be done to prevent damage from handling. Cylinders are for research purposes only and will not be used as part of the acceptance of the slab strength requirements.
Aggregates, line item 3, should be a representation of the 100 slabs both fine and course. Materials are for research purposes only; observations will be taken from samples.
The precast concrete products drawings are provided within the Description for Requirement (DOR) document.
3. Commerciality Determination
In accordance with RFO FAR 2.101 Definition, Commercial product means—
(1) A product, other than real property, that is of a type customarily used by the general public or by nongovernmental entities for purposes other than governmental purposes (i.e., purposes that are not unique to a government), and—
(i) Has been sold, leased, or licensed to the general public; or
(ii) Has been offered for sale, lease, or license to the general public;
(2) A product that evolved from a product described in paragraph (1) of this definition through advances in technology or performance and that is not yet available in the commercial marketplace, but will be available in the commercial marketplace in time to satisfy the delivery requirements under a Government solicitation;
(3) A product that would satisfy a criterion expressed in paragraph (1) or (2) of this definition, except for—
(i) Modifications of a type customarily available in the commercial marketplace; or
(ii) Minor modifications of a type not customarily available in the commercial marketplace made to meet Federal Government requirements. A minor modification does not significantly alter the function or essential physical characteristics of an item or component or change the purpose of a process.
(4) Any combination of products meeting the requirements of paragraph (1), (2), or (3) of this definition that are of a type customarily combined and sold in combination to the general public;
(5) A product, or combination of products, referred to in paragraphs (1) through (4) of this definition, even though the product, or combination of products, is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor; or
(6) A nondevelopmental item developed exclusively at private expense and sold in substantial quantities, on a competitive basis to multiple State and local governments or to multiple foreign governments.
This requirement is a commercial product because it is (1) A product, other than real property, that is of a type customarily used by general public or by nongovernmental entities for purposes other than governmental purposes, and (i) Has been sold, leased, or licensed to the general public; or (ii) Has been offered for sale, lease, or license to the general public
