Justification and Approval for Other Than Full and Open Competition

This is a Justification and Approval (J&A) document for a sole-source courier service contract issued by the Department of Veterans Affairs, VISN 16, New Orleans Medical Center. The requirement establishes courier services for the Southeast Louisiana Veteran Health Care System (SLVHCS) located at 2400 Canal Street, New Orleans, LA 70119, with deliveries to five VA Community-Based Outpatient Clinics (CBOCs) in Slidell, Baton Rouge, and Hammond, Louisiana. The contractor must transport routine labs, soiled and clean supplies, equipment, and instruments daily between SLVHCS and the CBOCs, with same-day delivery per schedule and 24/7 emergency hotshot availability. Clean and soiled containers must never be transported together. The contractor shall provide all labor, materials, supervision, transportation, vehicles, licenses, registrations, and training certifications; the VA will supply transportation containers. Purchase Request number VA2237 is identified as 629-26-1-244-0005.

The contracting officer approved a sole-source award to All American Express Solutions LLC, a certified service-disabled veteran-owned small business (SDVOSB), under VAAR 819.7008 authority and 41 USC §3304(a)(5). The justification cites the contractor's successful prior performance on contract 36C25625P0254 awarded in November 2024, during which all Statement of Work tasks were completed with no performance issues reported. Market research conducted on SAM.gov, VA ADDS UP, and Procure Sight identified similar contracts awarded to multiple SDVOSBs nationwide; however, the CO determined a short-term six-month sole-source contract was necessary to prevent service lapses in critical patient care. Pricing is based on analysis of historical contracting pricing from the prior contract. The award notice will be publicized to the General Procurement Establishment (GPE) per FAR 5.203-5, with the J&A published post-award per FAR 6.305. Contracting Officer Rachel Babin signed the certification on March 13, 2026.
