About this file

This document contains a Quality Assurance Surveillance Plan (QASP) and details for a federal contract opportunity. The QASP outlines performance metrics and monitoring procedures for a contract to provide Original Equipment Manufacturer engineering, technical assistance, repairs, materials, and training for equipment onboard Littoral Combat Ships. Key responsibilities include the Contracting Officer monitoring compliance, the Contracting Officer's Representative ensuring proper government oversight, and designated Technical Points of Contact assisting with specific projects. Performance will be evaluated based on responsiveness, quality of work products and assistance, staffing, and timeliness and accuracy of deliverables. Methods of surveillance include customer feedback surveys and complaints. The federal contract opportunity is a sole source solicitation from the Department of the Navy Naval Sea Systems Command to Fincantieri Marine Systems North America. The non-competitive award is for OEM equipment support under authority of FAR 6.302-1(a)(2) as the product or services are only available from one responsible source.

Quality Assurance Surveillance Plan (QASP) For OEM Equipment Support Attachment J-3

1.0 INTRODUCTION

This Quality Assurance Surveillance Plan (QASP) is a Government developed and applied document used to provide and enforce standards of quality in the administration of performance based contracts. The intent is to ensure that the contractor performs in accordance with the performance metrics and the Government receives the quality of support called for in the contract. A properly executed QASP will assist the Government in achieving the objectives of this procurement.

The authority for issuance of this QASP is provided under PART 46 of the Federal Acquisition Regulation of Services clauses, which provides for inspection, acceptance and documentation of the support called for in the contract or orders.

This QASP is designed to define the performance management approach, define roles and responsibilities, define methodologies used to monitor and evaluate Contractor’s performance and define the performance standards from which the Contractor will be measured.

2.0 IDENTIFICATION OF WORK TO BE PERFORMED:

This contract will provide Original Equipment Manufacturer (OEM) engineering/technical assistance, emergent repair, material, and training of the OEM Equipment onboard the Littoral Combat Ships (LCS).

3.0 PERFORMANCE MANAGEMENT APPROACH:

The Contractor’s internal quality control system will set forth the staffing and procedures for self-inspecting the quality, timeliness, customer satisfaction and other performance requirements in the PWS.

The purpose of the QASP is to provide guidelines and procedures by which the Contractor’s performance will be evaluated and assessed. The QASP is intended to be a “living” document that will be revised or modified as circumstances warrant, and is therefore provided for information only. The QASP is based on the premise that the Contractor is responsible for quality assurance in the performance of their work, but it is the Government’s responsibility to periodically ensure they are receiving the work that was contracted for.

4.0 ROLES AND RESPONSIBILITIES:

Contracting Officer –Monitors contract compliance, performs contract administration, and resolves differences between the observations documented by the Contracting Officer’s Representative (COR) and the Contractor’s performance.

Contracting Officer’s Representative (COR) –The COR is responsible for technical administration of the contract and assures proper Government surveillance of the contractor’s performance. The COR is not empowered to make any contractual commitments or to authorize any changes on the Government’s behalf. Any changes that the contractor deems may affect contract price, terms, or conditions shall be referred to the Contracting Officer for action.

Government Technical Point of Contact (TPOC) – The COR designates an individual Government TPOC to assist in administering specific projects under the contract. The Government TPOC is responsible for assisting in administering a specific project under the contract and providing performance feedback to the COR. A Government TPOC cannot, in any manner, alter the scope of the contract, make commitments or authorize any changes on the Government’s behalf.

5.0 METHODOLOGIES TO MONITOR PERFORMANCE:

In an effort to minimize the contract administration burden, simplified methods of surveillance techniques shall be used by the Government to evaluate Contractor performance. The primary methods of surveillance are Customer Input / Feedback. Customer feedback will be obtained either from performance evaluation surveys (Enclosure 2 of this QASP) and/or from random customer complaints.

Customer complaints, to be considered valid, must set forth in writing the detailed nature of the complaint, and must be certified by the COR. The complaint will then be forwarded to the Contracting Officer for review. If the Contracting Officer determines that the complaint is valid, the Contractor will be formally notified in writing. The Contractor will have 5 business days to formulate a response detailing the actions taken to remedy the complaint filed.

6.0 DOCUMENTATION

The COR shall maintain copies of all reports, evaluations, recommendations and any actions related to the Government’s performance of the performance assessment function in the COR file for this contract. All records shall be maintained for the life of this contract.
