1.3.1.3 NUWC Division Newport Installation Access / Required Badges

NUWC Division Newport requires contractors to undergo a specific process and recieve specific badge credentials in order to gain general installation access to NUWC Division Newport. Contractors are required to have two forms of identification to gain access to the facility. The first required form of identification is a NUWC Division Newport provided Visitor Badge. This form of identification will be required for all individuals not currently employed by NUWC Division Newport. Directions to obtain a Visitor Badge is provided in section titled "Visitor Request Application (NUWC Division Newport specific)" below in this document. 1. Defense Biometrics Identification Systems (DBIDS) card

a. No fees are associated with obtaining a DBIDS credential.

2. Common Access Card

This process allows the contractor general base access. Recieving general base access allows contractors unescorted access to the OUTSIDE of NUWC Division Newport buildings. In order to recieve unescorted access tot he inside of buildings a contractor must complete the Facility Access Determiination (FAD) process as outlined below.

SECTION 01 14 00 Page 3

Note: The process for gaining base access is subject to change at any moment. Changes to the process will be integrated into specifications as soon as they are identified. However, changes to the process may not necessarily be reflected in this steps. Please contact construction manager for questions with the base access process.

Note: Naval Station Newport and NUWC Division Newport have similar but different base access requirements. Having recieved base access to Naval Station Newport does not guarentee acess to NUWC Division Newport.

1.3.1.3.1 Facility Access Determination (FAD) Badge

In order to recieve unescorted access INSIDE NUWC Division Newport buildings a contractor must apply for FAD access. The FAD process is a multistep process, requiring the "applicant" to have an email address and computer access. Attached are the instructions regarding the FAD Process.

FAD Process Required Steps:

1. Provide construction manager with a pass request on company letterhead for the individuals you seek to have unescorted access inside NUWC Division Newport buildings. This form will be sent to the security office, sponsoring you to go through the FAD process.

2. The applicant employee must submit a Resume, OF 306 form, and a Federally recognized Proof of Citizenship document. Resume, OF306, and proof of citizenship are to be submitted to the NUWC Security Office through the following:

a. Hand carry to the Security Office, Bldg. 80 2nd floor

b. Send forms to https://safe.apps.mil/. Put the email address:

william.c.morgan187.civ@us.navy.mil, when prompted for the recipient.

3. Once Security (William Morgan) receives the (Resume/OF306/Proof of Citizenship); the security office will email each applicant employee an eQip Form to fill out.

4. Once the applicant employee submits their eQip back to security, Security will complete their review and if found acceptable, Security will then contact and schedule for the applicant to have their fingerprints taken at the base.

5. Once the fingerprints are taken, it will take approximately 2 weeks for Security to receive the "Advanced Fingerprint Results." Once the fingerprints come back "Favorable" then a badge can be requested thru CCICO. If the fingerprints come back "Unfavorable" then the applicant does not qualify for a NAVSEA FAD Badge.

Note: Please email construction manager when each of the steps are completed in the FAD application process so that they can assure process is tracked and expedited to the greatest extent possible.
