About this file
This Basis of Design Narrative describes the scope of work for replacing the fire alarm system at Raleigh-Durham International Airport in Raleigh, North Carolina. The project involves demolishing the existing fire alarm and detection system in the airport's Air Traffic Control Tower and Base Building, which houses air traffic operations and administrative offices. A new voice-evacuation fire alarm and detection system will be installed throughout the facilities using spot-type smoke and heat detectors, manual pull stations, and duct detectors. The system will control vestibule louvers and elevator functions. Fault isolation modules will subdivide device circuits, and the control panel will transmit signals to the airport fire department and include annunciators at the building entrance and air traffic control cab. Speakers and strobes will provide audible and visual notification per code. All wiring will be in red conduit and configured as Class A circuits.
The related federal contract opportunity is solicitation number 697DCK-23-R-00048 from the Department of Transportation Federal Aviation Administration Southwestern Region. It involves replacing the HVAC and fire alarm systems at Raleigh-Durham International Airport in Raleigh, North Carolina per the attached specifications.

SECTION 1: GENERAL
Introduction
This narrative has been prepared by Fisher Engineering, Inc. and summarizes the primary fire protection compliance requirements of the project as they pertain to the replacement of the existing fire alarm system at the Air Traffic Control Tower (ATCT) and Base Building at Raleigh-
Durham International Airport (RDU) in Raleigh, North Carolina. It is intended to be used as a tool for the design team in their development of code compliant design documents, and by the authority having jurisdiction to assist in their project review. While the project design is required to comply with all codes and standards as applicable, this narrative is limited to the fire alarm system provisions of the codes and standards listed.
Facility Description
The existing Base Building is a one-story facility that includes a TRACON and operational and general administration offices of airport traffic, airway facilities, Link (access to the ATCT) as well as mechanical/electrical support and equipment areas with shop and storage. The existing facility is provided with a fire alarm and detection system throughout, which extends into the
ATCT. Automatic sprinkler protection is not provided for the building.
The existing ATCT is a thirteen-story, plus Cab, facility. It is provided with a single exit stair and a single elevator which are in two of the four tower shafts. The remaining two shafts (mechanical and cable access) are not occupied. The facility is provided with an existing fire alarm and detection system which is an extension of the Base Building system. Automatic sprinkler protection is not provided for the facility. In lieu of providing a pressurized exit stair enclosure, the ATCT is provided with an existing vented vestibule system.
Applicable Codes
The following codes and standards have been applied to the facility design:
• 2021 International Building Code® (IBC)
• 2021 International Fire Code® (IFC)
• 2021 International Mechanical Code® (IMC)
• 2020 National Fire Protection Association (NFPA) 70, National Electric Code®
• 2019 National Fire Protection Association (NFPA) 72, National Fire Alarm and Signaling
Code®
• 2020 National Fire Protection Association (NFPA) 75, Standard for the Fire Protection of
Information Technology Equipment
FEI Project # 21008 Page 2 3/30/2022 21008-01(BOD).docx
• 2021 National Fire Protection Association (NFPA) 90A, Standard for the Installation of
Air-Conditioning and Ventilating Systems
• 2021 National Fire Protection Association (NFPA) 101, Life Safety Code®
SECTION 2: FIRE ALARM AND DETECTION SYSTEM
The existing fire alarm and detection system provided in the Base Building and ATCT will be demolished and replaced in its entirety.
A new voice-evacuation fire alarm and detection system will be provided in accordance with
NFPA 72 throughout the Base Building and ATCT. The fire alarm control unit (FACU) will be in the
Link which is conditioned space. Initiating devices will consist of spot-type smoke detection throughout the entire facility as required by the FAA, spot-type heat detection and manual pull stations at the exits. Photoelectric duct detectors will be provided in both the supply and return ducts of air handling units greater than 2,000 cfm in accordance with the IMC and NFPA 90A. The fire alarm system will control and monitor the louvers associated with existing vented vestibule system as well as initiate elevator recall functions. Fault isolation modules will be provided to subdivide each SLC into groups of not more than 20 devices between isolation modules as required by the FAA. A fire alarm annunciator will be provided at the main building entrance as approved by the FAA and in the Cab. Alarm, trouble, and supervisory signals will be transmitted to the airport fire department via a DACT integral to the FACU. The DACT will utilize one standard telephone line and one cellular telephone line. Surge protective devices will be provided for each control unit and auxiliary panel.
Speaker/strobes, speakers, and strobes will be provided in accordance with NFPA 72. A red lens strobe will be provided in the Cab and TRACON to alert occupants of a fire condition without interfering with flight-critical functions. Speakers will be distributed so as to limit any noise interference with the critical functions and to achieve intelligibility throughout the occupied areas.
All SCL and NAC wiring will be Class A. All wiring will be in red conduit. Separate SLC and NAC circuits will be provided for the Base Building and ATCT. As permitted by NFPA 72, the fire alarm and detection circuits provided are allowed to have a Pathway Survivability Level 0 based on the following conditions: automatic sprinkler protection is not provided in the facility; the fire alarm circuits are not required to have a circuit integrity of two hours; all fire alarm circuits are configured class A and are installed in conduit; and no unauthorized personnel are permitted in the facility.
