Cultural Resources - Buildings 312 and 360 are both historic and contributing elements of the Mainside Historic District. A Memorandum of Agreement has been developed to mitigate the adverse effects associated with their demolition that will require certain stipulations related to the demolitions. This MOA will need to be executed prior to the demolition of these two specific buildings. Coordinate with the Cultural Resources Program Manager prior to any work commencing on B. 312 or B. 360. Ground disturbance related to the demolitions should not impact cultural resources since the areas around the buildings are already heavily disturbed by construction and infrastructure. If suspected artifacts are discovered, stop work and contact the Cultural Resources Program Manager at 540-850-0698.

Checked Issues must be reviewed by the appropriate Resource Manager.

Waste (Hazard and Non-Hazard) Conditions

- Metal should be recovered from demolition for recycling to the maximum extent possible. Any recyclable metal with lead paint does not require removal of that lead paint prior to recycling. The lead paint may remain on the metal parts (stairs, window/door frames, metal siding, crane components, structural supports, etc.). Some of the remaining building materials contain lead. The entire waste stream for the demolition project will require TCLP testing for lead. If the entire waste stream TCLP's positive for lead, review the lead survey and remove all highly leachable lead components from the waste stream, then retest. Consult the NSF Dahlgren Environmental Office (Brendon Harp, 202-718-0655) for guidance.

Waste (Hazard and Non-Hazard) Conditions

- Bldg. 102 shall be downloaded of all explosives while facilities 312 and 360 are being demoed.

- All ammunition and explosives shall remain at rest inside of Magazine Area 2 while facility 1312 is being demoed.

- A UXO surface sweep shall be conducted by EOD or a Certified UXO Technician prior to the demolition of facility 360 (Main Range Tower) to ensure the area of work is clear of UXO/MEC.

- To avoid concurrent explosive operations, all work shall be coordinated and scheduled with Range Control (x540-653-8791) at least 5 days in advance. POC for scheduling is Michael White.

- There shall not be any ammunition/exploisve testing conducted on Main Range while facilities 312 and 360 are being demoed.

- Onsite Construction Workers shall contact Range Control (x540-653-8791) daily prior to the start of work to ensure explosive operations are not being conducted in the areas of facilities 312, 360, and 1312.

- Onsite Construction Workers shall adhere to range barricades and postings at all times, and shall only gain permission from Range Control prior to entering an area that has been barricaded.

- The likelihood of encountering UXO/MEC in the area of facilities 1312, 217, 2014, and 116A is very low. In the unlikely event a suspect explosive item is found, contact Range Control @540-653-8791 or Dispatch @ 540-653-8291/8095 for EOD support.

- If MEC is found for any of the facilities being demoed, then work will not recommence until follow-up actions by the NSWCDD/NSASP ESO have taken place.

- See attached ESR MEMO for any additional Explosive Safety comments/requirements.
