| Instructions For Filling Out Elins |
| Introduction: |
All grounds to be maintained as a result of this contract are classified into three major Categories based on the way those areas are used by the Government. The Categories are "Improved Grounds" "Semi-Improved Grounds" and "Un-Improved Grounds".
Improved Grounds are defined as; Areas within the built-up section of an installation which contains occupied buildings, lawns and landscape development, parade grounds, drill fields, athletic facilities, cemeteries, golf courses (except roughs), and similar areas, and include the maintenance and care of ornamental and decorative growth, such as shrubs and flowers and other plantings that are appurtenant to and within lawn areas.
Semi-Improved Grounds are defined as; Areas within an installation containing open fields, airfields, small arms ranges, ammunition storage, and similar areas that are not maintained for beautification. They are maintained to prevent interference with operational needs.
Un-Improved Grounds are defined as: Areas within an installation containing agricultural areas, pastures, forests, swamps, marshes, deserts, and rocky or barren areas that are only maintained for access roads, fire breaks, utility right-of-ways, and perimeter or other fencing security requirements.
The level of effort required to Maintain Improved grounds is separated into four Common Output Levels or COLS, with COL1 being the highest level of service and COL4 being the lowest level of service. The COLS were developed to allow the Government to control the cost of grounds maintenance by reducing the required level of effort during times of tight budgets, even if the lower level of service would result in a less than pleasing appearance to the installation in general.
Elin Instructions:
The Contractor shall determine the level of effort required to maintain an average acer grounds at each level defined by an Elin. Those levels are as follows in order from most effort to least effort: (Improved Grounds: COL1 through COL4) or (Semi-Improved) or (Un-Improved). The Contractor shall determine an average level of effort for each COL and all Elins requiring the same COL level shall be priced the same per acer price.
All Elins shall be give a unit price. Even Elins that have a quantity of zero (0) shall be priced by the Contractor at the same per acre unit price as the other Elins of the same COL level or grounds type.
The Contractor shall take note and consider him/her self informed that even though an Elin currently has a quantity of zero (0) or some other value, the Government may increase or decrease that quantity without limit based on the Governments ever changing use, needs and funds available.
The Government reserves the right under this contract to change how each and every acre is designated based on its changing use of the grounds and the funds available to maintain those grounds.
