About this file

This document is a Request for Quote (RFQ) issued by the Illinois Department of Veterans Affairs for the removal of an existing automatic transfer switch and installation of a new system connected to the sewage system. The RFQ provides details on the scope of work, COVID-19 protections, and submission requirements. The contract is for the labor and materials to complete this project. Electronic submissions are required, and the use of brand names is for describing the desired standard of quality, with "or equal" submissions accepted. The RFQ states that the winning vendor will be selected based on the lowest total bid.

The pricing terms indicate that all quoted prices must be valid for 90 days, include shipping and handling, and no price increases will be accepted. The agency reserves the right to reject any or all offers, award by item or in total, and waive minor defects. The vendor must agree to partial shipments in case of delays on the total order. The agency may also implement vaccination or testing requirements that exceed the state's Executive Orders.

CPO Notice 2020.06 State agencies shall only accept electronic submissions for small purchase procurements via email or BidBuy. Manual submissions in paper format shall not be accepted nor considered.

The use of a brand name is for the purpose of describing the standard of quality, performance, and characteristics desired and is not intended to limit or restrict competition. “Or equal” submissions will not be rejected because of minor differences in design, construction or features that do not affect the suitability of the product for its intended use. Burden of proof that the product is equal is on the bidder.

Vendor shall adhere to the requirements of these Executive Orders as applied by the Agency. The Agency may also implement vaccination or testing requirements that exceed those in the Executive Orders.
