II. PROJECT DESCRIPTION
This Statement of Work (SOW) is for construction manager as the government’s advisor (CMa).
The General Services Administration (GSA) intends to design and modernize the Heating, Ventilating, and Air Conditioning (HVAC) system and Fire Alarm System at an existing U.S.
Courthouse. The project site is 0.5 Acres and is located at 156 Federal Street, Portland, Maine.
The 93,537 gross square foot historical building includes spaces for the U.S. District Courts, U.S. Marshals, and U.S. Attorneys. All tenants are stable for the long term, The Edward T. Gignoux U.S. Courthouse is a 3-story (plus basement) granite block structure that was designed in the Second Renaissance Revival style and was completed in 1911. It is individually listed on the National Register of Historic Places and is considered a GSA Legacy property. In 1932, an extension to the east side of the building was completed for occupancy by the U.S. Postal Service. Since 1970, the U.S. District Court and court-related agencies have been the principal tenants of the building. The historic features of the Gignoux Courthouse were restored as part of a modernization and expansion project completed in 1996.
The Gignoux Courthouse was completely modernized in 1996 at a total cost of $12,500,000. In addition to the construction of a new district courtroom, magistrate courtroom, and grand jury facility, the building’s HVAC & electrical systems were fully modernized. Between 2012 and
2013 the entire exterior building envelope was restored – exterior masonry, roof systems, window glazing, minor interior repairs, sprinkler system, and below grade waterproofing work was performed.
This project will upgrade the building’s HVAC system in order to improve occupant comfort, reduce building energy consumption, reduce overall system maintenance, comply with current codes and GSA standards, simplify building operations, and to extend the life of the system.

The time to process and obtain clearances may vary in length.
F. Building Information Modeling (BIM)
BIM is not required for the Base scope on the contract. COBie is required as Base scope on the contract as outlined in BIM Guide 08.
The following BIM requirements shall be strictly adhered to if the contract Option 1 is executed to utilize BIM for the project,
1. Personnel
It is preferred that the Contractor provide at a minimum, experienced and certified personnel in both BIM modelling and COBie management to support the GSA 3D/4D Building-Information- Modeling (BIM) and COBie effort to ensure that project related materials and models are developed to comply with the BIM requirements specified in P-100, GSA BIM Guides 02, [06 optional], 07 and 08, and Project Specifications and Narratives.
2. Services
The CMa BIM personnel shall;
• Review submitted BIM Execution Plans (BEP) from the A/E Contractor, the CMc
Construction Contractor, and other entities for adherence to project goals and requirements and timelines; provide comments and review resubmissions http://www.gsa.gov/hspd12
Contract Number [xxx] Page 15 of 40
• Conduct QA review of the BIM-model during development to ensure compliance with the BEP, GSA P-100, and BIM Guide 2, 7 & 8;
• Review the BIM Model at each submission for completeness, accuracy, and conformance to specifications
• Ensure BIM models meet the specifications of, and provide the data required by the GSA
Spatial Data Management (SDM) group and BIM Guide 02.
• Ensure BIM files are properly geolocated to a specific site, and contain all information regarding building elements as specified in GSA BIM Guide 07.
• If required by project, manage full distribution of GSA BIM Guide 06 and review for implementation in model.
• Lead the development, inclusion and completion of full project COBie data within the
BIM to ensure complete transfer of equipment and other asset information to the GSA National
Computerized Maintenance Management System (NCMMS) and/or templates, per the GSA
OFM BIM/COBie playbook. This includes, but is not limited to, ensuring that data structures are complete and accurate in both native models and IFC files;
• Document in a written report the variances between the practices detailed in the accepted
BEP and GSA Standards against the AE or Contractor’s BIM models and required deliverables.
This reporting will be done throughout both Design and Construction phases of the contract to call out where models need to be improved to meet GSA Standards;
• Document basic BIM model quality by UniFormat II classification for each BIM Model.
• Ensure complete and accurate BIM submissions from contractors are ready for inclusion in GSA storage systems and are ready for use by GSA personnel. For example, BIM files shall be detached and free from direct referencing of file trees localized to the contractor’s own worksite.
• Manage BIM discussions amongst the Government offices involved in the project to ensure project is acceptable. This includes the GSA Office of the Chief Architect (OCA), GSA

G. Sustainability
1. LEED® Certification
This project does not require LEED Certification
2. SITES® Certification
This project does not require SITES Certification
H. Personnel Security Requirements
Contractor and their subcontractor employees shall undergo a law enforcement check and background investigations. The Contractor shall incorporate provisions in all applicable subcontracts to comply with the GSA required personnel security requirements. The Contractor shall coordinate with the GSA for information concerning these requirements.
I. Collaboration for CMc Contracts
During the Design Phase Services of the CMc contract, the CMc shall collaborate with the A/E on the design, constructability issues, schedule, cost, and a process that is similar to value engineering. The ultimate goal of this collaboration is to establish a final Estimated Cost of
Work (ECW) that does not exceed the original target ECW (as set forth in the Contractor’s proposal). The CMc's involvement during the project design phase offers PBS the ability to identify current market conditions concerning labor and material availability, constructability issues, and any phasing and sequencing impacts.
Ideally, the A/E and its subcontractors will communicate freely with the CMc and its trade subcontractors, and vice versa. This will ensure mutual understanding of both the A/E's design intent and the CMc's means and methods, and thus ensure greater certainty in pricing the construction work. It also increases the likelihood that design errors and omissions are recognized and resolved during design. In addition, this collaboration takes place during a time that does not significantly impact the construction schedule and that can result in expedited production and review of shop drawings once construction commences.
Contract Number [xxx] Page 17 of 40
The Contractor shall actively participate in the collaborative efforts between the A/E and the CMc by, among others, attending meetings, reviewing documents, participating in phone calls, and generally taking such prudent and reasonable actions to enable the Contractor to advise the contracting officer on the potential impact of design-related decisions on construction cost and schedule.
Contract Number [xxx] Page 18 of 40
