The attachment is a Certified Disadvantaged Business Outreach Plan form that requires bidders to provide details about their approach to including certified disadvantaged businesses in potential subcontracting opportunities. The form seeks information about the bidder's existing relationships with certified firms, potential subcontracting opportunities, and their willingness to report subcontractor details to the Oregon Certification Office for Business Inclusion and Diversity (COBID).
The document defines "Certified Firms" as small businesses certified under ORS 200.055, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. The form mandates that these certified firms must have equal opportunity to participate in state-funded contract performance. Bidders are required to describe the steps they will take to solicit certified firms for subcontracting, outline potential subcontracting opportunities with approximate dollar values, and indicate their willingness to report subcontractor identities and contract values to COBID if awarded the contract. The form emphasizes the state's commitment to providing opportunities for disadvantaged businesses in public procurement processes.
