About this file

The document is an Invitation to Bid (ITB) issued by the Oregon Department of Agriculture for Motor Fuel Quality Testing Services, with the solicitation number S-60300-0001160. The ITB seeks a contractor to provide comprehensive motor fuel testing services for the agency's Weights and Measures Division, with a proposed initial contract term of 3 years and an option to renew for up to 10 years. The bid opening is scheduled for April 28, 2025, at 3:00 PM Pacific Time, with an anticipated intent to award on May 16, 2025, and price agreement execution by June 9, 2025. The successful bidder must have an ISO 17025 accredited laboratory located within 20 miles of Portland, Oregon, and be capable of performing a wide range of fuel quality tests using specific ASTM International standards, including density, sulfur content, distillation, flash point, and biodiesel content testing.

The bidder must provide three references from similar projects within the last 5 years and submit various required forms, including a bid cover sheet, reference check form, bid submittal form, COBID certification, and a responsibility inquiry. The contract will be awarded to the lowest responsible and responsive bidder, with preferences given to Oregon supplies and services, recycled materials, and compliance with pay equity and non-discrimination requirements. The agency reserves the right to reject any or all bids and may enter into intergovernmental agreements for the services. Bidders are responsible for all costs associated with preparing and submitting their bids, and the submitted bids become the property of the agency with a non-exclusive, perpetual license for evaluation and administrative purposes.
