About this file

The document is a Bid Submission Form (Attachment D) for an Open Market Bid (S-60300-00013160) issued by the Oregon Weights and Measures Division for Motor Fuel Quality Testing Services. The bid solicits a contractor to perform comprehensive motor fuel testing using specific ASTM International standard test methods, including tests for pour point, cloud point, water and sediment content, density, flash point, sulfur content, octane number, and other fuel characteristics. The contractor must have an ISO 9000 accredited laboratory located within 20 miles of Portland, Oregon, capable of performing same-day testing and delivering results electronically within 2 business days of sample receipt.

The bid requires bidders to provide per-test pricing for each specified ASTM test method, with the total cost to be calculated by summing these individual test prices. The document includes residency information requirements for Oregon tax purposes, with provisions for resident and non-resident bidders. Contractors must certify compliance with Oregon tax laws, corporation registration requirements, and confirm that their bid was submitted independently without collusion. The agency reserves the right to place orders for additional tests not initially included and to inspect the contractor's laboratory facilities.
