About this file
This document is an Attachment E Certified Disadvantaged Business Outreach Plan for an Oregon state procurement related to Motor Fuel Quality Testing Services, specifically for RFP [###-####-##]. The document is designed to encourage participation of Certified Firms, which are small businesses certified under ORS 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses.
The outreach plan requires bidders to detail their approach to soliciting Certified Firms for potential subcontracting opportunities, including listing existing relationships with certified and non-certified minority, woman-owned, service-disabled veteran, and emerging small businesses. Bidders must identify potential subcontracting opportunities, approximate dollar values, and indicate willingness to report subcontractor details to COBID if awarded the contract. The form allows bidders to self-identify as a Certified Firm and specify their certification type (DBE, MBE, WBE, SDV, ESB), with the goal of ensuring equal opportunity for these businesses to compete for and participate in state-funded contract opportunities.
