The Procurement Officer for this ITB is:

1.4 Mandatory Requirements

The Department has established certain requirements with respect to bids to be submitted by respondents. The use of “shall”, “must” or “will” (except to indicate simple futurity) in this ITB indicates a requirement or conditions from which a material deviation may not be waived by the Department. A deviation is material if, in the Department’s sole discretion, the deficient response does not substantially comply with the ITB requirements, provides an advantage to one vendor over other vendors, has potentially significant effect on the quantity or quality of items bid, or on the cost of the Department. Material deviations cannot be waived. The words “should” or “may” in this ITB indicate desirable attributes or conditions but are permissive in nature. Deviation from, or omission of, such a desirable feature, will not in itself cause rejection of a bid.

1) Addenda, in reverse order of issuance.

2.3 Site Clean Up

All trash and debris generated by the contractor in conjunction with masticating and mulching services shall be removed from the project site and properly disposed of at the contractor’s expense at an appropriate, legally permitted facility. The contractor must provide sufficient equipment to complete the project by December 31, 2025.

If necessary, the contractor shall provide additional equipment to complete the project during the contracted period. All equipment shall be of the appropriate type, size, and in proper mechanical condition to meet the performance standards outlined in this ITB.

The anticipated contracted period shall be upon execution of the Department’s purchase order through December 31, 2025.

2.7 Estimation Quantities

The estimated miles are given only as a guideline for vendors preparing their bid and should not be construed as representing the actual mileage for this project. Project miles will be rounded to the nearest one tenth (0.1) mile. Miles to be paid are measured per one (1) side of the road. For roads that are prescribed to have the ditches on both sides of the road masticated/mulched, then each side will be measured separately as project mileage.

2.8 Mandatory Site Visitation

A mandatory pre bid conference for any prospective vendor will be held at 10:00 am (ET), on November 19, 2025, at the Tate’s Hell State Forest, 290 Airport Road, Carrabelle, Florida.

The conference will consist of a session wherein each page of the bid (including technical specifications) will be discussed.
