About this file
Addendum I to Solicitation ITB FFS 25-26-45, issued by the Florida Department of Agriculture and Consumer Services, revises the contract specifications for Tate Hell State Forest Roadside Ditch Debrushing. The solicitation requests competitive bids for masticating and mulching services along approximately 45 miles of roadside ditches in Franklin County, Florida, requiring removal of brush, shrubs, small trees under six inches in diameter, and titi vegetation down to three inches or less. Contractors must demonstrate capability to masticate or mulch a minimum of 7.5 miles per week and provide all necessary labor, equipment, materials, and transportation. A mandatory site visit is scheduled for November 19, 2025, at 10:00 a.m., with sealed bids due December 1, 2025, at 5:00 p.m. and public bid opening on December 2, 2025, at 10:00 a.m. Addendum I extends the contract completion date from December 31, 2025, to February 28, 2026, for both the equipment and personnel requirements section and the overall contract period.
Evaluation will be based on the lowest Grand Total Price, with the Department intending to make a single award to the most responsive and responsible vendor. Contractors must meet comprehensive insurance requirements, including $1,000,000 general liability per occurrence, $2,000,000 aggregate, $300,000 automobile liability, and workers' compensation insurance compliant with Florida law. Bidders must submit site visitation certification, three professional references, acknowledgment forms, price sheets, federal funds certifications, drug-free workplace certification, and vendor certification forms. Contractors are responsible for all debris removal and disposal at their own expense and must maintain valid certifications, licenses, and permits. A competent foreman must remain onsite throughout project execution. The solicitation does not specify explicit set-aside designations or funding amounts.
