About this file
This Addendum II to Invitation to Bid (ITB) FFS 25-26-45 is issued by the Florida Department of Agriculture and Consumer Services for masticating and mulching services at Tate's Hell State Forest in Franklin County, Florida. The solicitation encompasses mechanical vegetation management services along approximately 45 miles of roadside ditches, requiring contractors to remove brush, shrubs, small trees under six inches in diameter, and all titi vegetation down to three inches or less. Contractors must demonstrate capability to masticate or mulch a minimum of 7.5 miles per week and provide all necessary labor, equipment, materials, and transportation. A mandatory site visit was scheduled for November 19, 2025, at 10:00 a.m., with sealed bids due by December 1, 2025, at 5:00 p.m. Eastern Time and a public bid opening scheduled for December 2, 2025, at 10:00 a.m. The contract period runs from purchase order execution through December 31, 2025, with evaluation based on the lowest Grand Total Price and award to a single responsive and responsible vendor.
This Addendum II serves as the Department's response to written questions submitted by the deadline and clarifies that Section 2.3 of the Scope of Work refers only to trash and debris generated by the contractor during operations, not pre-existing debris in the ditches. Importantly, wood chips and mulch resulting from the masticating or mulching process shall remain on site, and removal of this material is not required. Contractors must meet comprehensive insurance requirements including $1,000,000 general liability per occurrence, $2,000,000 aggregate, $300,000 automobile liability, and workers' compensation insurance compliant with Florida law. Bidders must submit site visitation certification, three professional references, acknowledgment forms, price sheets, federal funds certifications, drug-free workplace certification, and vendor certification forms. A competent foreman must be designated to remain onsite throughout project execution. Questions regarding the addendum should be submitted in writing to Bids@FDACS.gov or (850) 617-7181.

Question Answer
Regarding section 2.3 in the SOW, does this mean any trash/debris in the ditches (Garbage/tires etc.) would need to be removed and disposed of at the contractor’s expense or the material created during mulching such as the wood chips?
This section refers to trash/debris generated by the contractor, not any preexisting trash/debris.
Also, wood chips/mulch that are the result of the masticating/mulching shall remain on site. Removal of this material is NOT required.
