About this file

This document comprises the Invitation to Bid (ITB) attachments for ITB S-14100-00015249 issued by the State of Oregon's Department of State Lands (DSL) for electrical system maintenance and repair services at the Shutter Creek property in North Bend, Oregon. The procurement seeks a qualified contractor to manage a comprehensive two-phase program for a 12.5kV high-voltage electrical system serving a 50-acre property with forty structures. Phase 1 requires a thorough infrastructure inspection including visual assessments, infrared scans, and testing of transformers, switchgear, cables, and related equipment, culminating in a prioritized written repair report. Phase 2 encompasses developing repair quotes, completing approved repairs, conducting annual system inspections, and providing emergency response support within twenty-four hours of notification. Bids are due December 22, 2025, at 2:00 PM Pacific Time, with award anticipated within seven days of bid opening. The contract term is eighteen months with work commencing in December 2025 and completion targeted for June 30, 2027, with potential extension available. All technicians must hold required Oregon certifications and demonstrate extensive experience with high-voltage equipment. No pre-bid conference is scheduled; however, bidders may submit written questions up to seven calendar days before the bid opening.

Bidders must submit pricing using the designated Bid Pricing Form (Attachment D), with all prices firm for sixty calendar days following bid opening. The agency has provided no predetermined budget or specific purchase volume estimate. All bids will be awarded to the lowest responsive and responsible bidder whose proposal substantially complies with ITB requirements. Contractors must be registered as active businesses in the Oregon Secretary of State Business Registry and maintain Commercial General Liability insurance with $2,000,000 per occurrence and $4,000,000 annual aggregate limits, along with mandatory automobile and workers' compensation coverage. The procurement strongly encourages participation from Oregon-certified disadvantaged businesses, including minority-owned, woman-owned, veteran-owned, and emerging small businesses, with bidders required to submit a Certified Disadvantaged Business Outreach Plan as part of their proposal. Bidders must also complete and submit Attachments B through F, including the Bid Cover Sheet, Reference Check Form, Responsibility Inquiry, and supporting certifications. All submitted bids become property of the State and are subject to Oregon public records laws, with the procurement governed by Oregon Revised Statutes Chapter 279B and Oregon Administrative Rules 125-247.
