About this file

This is an addendum to an Invitation to Bid (ITB) issued by the State of Oregon's Department of State Lands (DSL) for electrical system maintenance and repair services at the Shutter Creek property in North Bend, Oregon. The addendum extends the bid opening date from December 22, 2025, to December 29, 2025, at 2:00 PM Pacific Time and updates the associated schedule of events accordingly. Questions and clarification requests must be submitted by December 15, 2025, with responses issued by December 19, 2025. The scope encompasses maintenance and repair of a 12.5kV high-voltage electrical system serving a 50-acre property with forty structures, requiring qualified Oregon-certified electrical technicians to perform inspections, testing, repair work, and emergency response services with a 24-hour on-site response requirement. The contract term is eighteen months with potential extension through June 30, 2027, and award is anticipated within seven days of the bid opening.

The revised Attachment D Bid Pricing Form requires bidders to submit hourly rates, lump sum pricing, or equivalent pricing schedules for the services described, with all prices remaining firm for sixty calendar days following the bid opening. Clarifications provided in the addendum confirm that 24-hour response requirements refer to on-site response, Oregon state electrical licensing requirements apply and are not replaceable by certifications such as NETA, and the scope for emergency generators includes inspection and verification of electrical systems supporting generator operation. Limited historical schematics may be available after contract award. Bidders must hold required Oregon certifications and may submit alternative pricing formats beyond the provided table structure. All bids will be evaluated according to Oregon Revised Statutes Chapter 279B and Oregon Administrative Rules 125-247, with award going to the lowest responsive and responsible bidder.

ATTACHMENT Q&A – CLARIFYING QUESTIONS AND ANSWERS

1. Could you please provide the form versions of these attachments, or confirm where they may be downloaded?

Answer: Copies have been added to the solicitation for ease of downloading.

2. Could you please clarify whether “respond within twenty-four hours” means:

• 24-hour call / remote response, or

• 24-hour on-site response to the Property?

Answer: The 24-hour requirement refers to on-site response.

3. Could you please confirm whether NETA Certified Technicians (Level II / Level III) would be acceptable in lieu of Oregon state electrical certifications for performing high-voltage work?

Answer: All Oregon licensing requirements apply. Certifications such as NETA supplement but do not replace licensing.

4. Could DSL provide any available documentation of the Shutter Creek electrical system, such as:

• One-line diagrams (SLD)

• Equipment list / Bill of Materials (BOM)

• Maintenance logs or asset inventory, if available

Answer: Limited historic hard-copy schematics exist and may be available after award.

5. Could you please clarify the detailed scope of work related to emergency generators under this ITB (inspection and testing expectations)?

Answer: Scope includes inspection and verification of electrical systems supporting generator operation to ensure operability in case of power outage.

6. What is required on Attachment D?

Answer: Please fill out your rates for services. Attachment D has been revised to provide optional structure. Vendors may submit equivalent pricing formats or their own rate form and are not required to use the table in Attachment D.
