About this file

This document is a Question and Answer (Q&A) Amendment related to Invitation to Bid (ITB) S-86000-00006501 for Telecommunications Relay Service (TRS) and Captioned Telephone Service (CTS) issued by the State of Oregon. The contract will serve Marion County and the City of Salem. The ITB requests bidders to provide pricing on a session minute and conversation minute basis, as well as monthly recurring charges. The State has provided current rate information and traffic data spanning the past two years. The State has clarified that all contract renewals must be mutually agreed upon and that it will revise the liquidated damages provisions to reduce the daily deduction amount from $500 to $100 per day for various service level failures.

The State has indicated it will not entertain alternate pricing models, separate the TRS and CTS services, or consider a 2-year base term with three 1-year extension options. However, the State has extended the bid submission deadline to May 11, 2023 at 5 p.m. PT in response to bidder requests. The contract term and any renewal options are not specified in the provided information.
