1.0 PROCUREMENT DESCRIPTION

1.1 PURPOSE

The Oregon Parks and Recreation Department (OPRD) is seeking bids for Forest Thinning and Restoration on 77 acres of various forest types and age classes. Operations will be conducted by way of traditional ground-based harvest operations and mastication operations.

As a result of this solicitation process, OPRD intends to award one contract for the services described in this Solicitation Document. The form of the resulting contract and applicable general provisions are included in Attachment 3 (Sample Contract Form).

The anticipated term of the awarded Contract is from May 30th, 2023 to November 30th, 2023.

1.2 SCOPE OF WORK

The Area of Operations consists of seventeen (17) individual units ranging in size, species, and stand conditions. Fourteen (14) of the seventeen (17) units originated as Christmas tree plantations as the property was a Christmas tree farm prior to OPRD’s purchase of the property in 2009. The three (3) remaining units are Douglas-fir dominated stands, ranging from second to third growth timber, which were likely planted after previous harvest operations 30 to 50 years ago.

OPRD will be developing the site over the next five years to add a welcome center, a camping loop, and trails. OPRD forestry staff is conducting forest management activities prior to those future developments to eliminate the intrusive nature of those activities to the public and park staff after development. As previously mentioned, many of the units are made up of Christmas trees and Christmas tree stock; OPRD plans to liquidate the trees in that area and plant it back to native stock.

Since stand management varies so much from unit to unit, a brief description of the operations will be outlined for each unit in Attachment 3 (Sample Contract Form).
