About this file
Summary
This is Addendum No. 1 to an Invitation to Bid (ITB-27-002B) issued by the Florida Department of Veterans' Affairs (FDVA) for the replacement of Boiler #2 at the Emory L. Bennett State Veterans' Nursing Home in Daytona Beach, Volusia County. The project scope includes removal of an existing H.B. Smith Series 28A-8 boiler and installation of a new Lochinvar CHN2072-M13 copper-fin gas boiler, with reconnection of existing flue gas piping, electrical integration, pipe insulation replacement, system startup, pressure testing, staff training, waste disposal, and one annual system inspection within 120 calendar days from contract execution. The mandatory pre-bid site visit was scheduled for August 18, 2026 at 11:00 a.m., written questions were due August 19, 2026 at 3:00 p.m., and sealed bids were due August 27, 2026 at 3:00 p.m. Notice of intent to award was anticipated for September 9, 2026, with contract execution on September 16, 2026. The contract has no renewal options and commences upon full execution.
The addendum clarifies nine vendor questions regarding project requirements, including confirmation that contractors should reuse the existing flue system and provide only necessary fittings and adapters; integrate the new boiler into the facility's existing KMC Controls Building Automation System using BACnet/IP protocol with programming by Automated Building Control Systems Inc.; reuse the existing circulating pump; limit pipe insulation replacement to areas disturbed during installation; reuse existing isolation valves and actuators; perform all work during normal business hours (8:00 a.m. to 5:00 p.m.) with no mandatory after-hours work; and use alternative connections rather than welding when reconnecting to existing welded pipe. The facility confirmed it can operate overnight with a single boiler and understands the existing boiler handles hot water applications, not steam.

ADDENDUM NO. 1
SOLICITATION NO.: FDVA-ITB-27-002B
SOLICITATION TITLE: BENNETT LOCHINVAR BOILER #2
ISSUE DATE: AUGUST 20, 2026
The following FDVA responses shall clarify or revise the requirements of Solicitation No. FDVA-ITB-27- 002B.
1) Vendor Question:
Flue Gas Piping – Existing vs. New
The Purpose and Scope directs the Contractor to reconnect the existing flue gas piping to the new boiler.
However, the Equipment Requirements also identify new metal flue gas piping as part of the required equipment/materials.
During the site visit, we observed approximately 30 feet of existing flue piping, which appears to be In good condition.
Please clarify which of the following is required:
A) Reuse the existing flue system and provide only the new fittings, adapters, transitions, and
Miscellaneous vent components necessary to connect the Lochinvar CHN2072-M13 to the
Existing flue: or
B) Remove and replace the entire existing approximately 30-foot flue system with new metal flue
Piping.
If complete replacement is required, please also confirm the required flue material/type, diameter, manufacturer-approved vent system, and termination requirements bidders are to carry.
FDVA Response:
Flue Gas Piping- Existing vs. New
Reuse the existing flue system and provide only the new fittings, adapters, transitions, and miscellaneous vent components necessary to connect the Lochinvar CHN2072-M13 to the existing flue.

2) Vendor Question:
Boiler Controls / BAS-BMS Integration Please clarify the required controls scope for the new Lochinvar CHN2072-M13.
Specifically:
Is the new boiler intended to operate stand-alone utilizing its factory-mounted controls, or is it required to be integrated into the facility’s existing Building Automation System (BAS/BMS)?
Does the existing Boiler #2 currently communicate with or receive commands from the BAS?
If BAS integration is required, please identify the existing BAS manufacturer/system.
Please identify the required communication protocol/interface, such as BACnet MS/TP, BACnet/IP, Modbus, hardwired enable/alarm contacts, or other interface.
Please provide the required BAS points list, including any required enable/disable, operating status, common alarm, supply/return water temperature, setpoint adjustment, firing rate, pump status, or other monitoring/control points.
Is the Contractor responsible for BAS programming, point mapping, controller modifications, graphics, trend setup, alarms, testing, and commissioning?
If BAS programming is required, is there an owner-required or existing controls contractor that must perform this work?
Are the existing control wiring, sensors, relays, interlocks, and boiler/pump control devices to be reused, or are bidders expected to furnish new controls and associated wiring?
Please clarify whether the circulating pump enable/interlock is controlled directly by the new boiler, by the BAS, or by an existing external control system.
We would like to clearly distinguish the required factory boiler startup/control configuration from any separate field BAS integration and controls-contractor scope.
Boiler Controls / BAS-BMS Integration
Boiler is required to be integrated into the facility’s existing Building Automation System
(BAS/BMS).
The existing Boiler #2 does communicate with the BAS.
KMC Controls is believed to be the BAS manufacturer/system.
BACnet /IP is the communication protocol/interface.
I do not have BAS points list.
Automated Building Control Systems INC. will be scheduled to program the boiler.
All existing control wiring, sensor relays, interlocks, and boiler/pump control devices are to be reused.
The circulating pump enable/interlock is controlled by the BAS.
3) Vendor Question:
Circulating Pump
The Equipment Requirements list a circulating pump; however, the scope also refers to startup of the pump and boiler, which could indicate reuse of the existing pump.
Please confirm whether the Contractor is required to:
Furnish and install a new circulating pump, or
Reuse and reconnect the existing circulating pump.
If a new pump is required, please provide the required GPM, TDH, electrical characteristics, connection size, and/or basis-of-design pump model.
Circulating Pump
Reuse and connect the existing circulating pump.
4) Vendor Question:
Existing Pipe Insulation
The solicitation requires replacement of existing pipe insulation. Based on the site conditions, the insulation that would need to be removed or disturbed for the boiler replacement appears to be minimal, approximately 30 feet or less.
Please confirm whether this requirement is limited to replacing insulation removed or disturbed as part of the boiler installation, rather than replacement of all existing insulation in the boiler room or associated heating-water system.
Existing Pipe Insulation
Requirement is limited to replacing insulation that is removed or disturbed.
5) Vendor Question:
Existing Valves and Actuators
Please confirm whether the existing isolation/control valves and actuators associated with Boiler #2 are intended to remain and be reused, or whether FDVA requires any valves, actuators, or associated controls to be replaced as part of this project.
Existing Valves and Acuatora
The existing isolation/control valves and actuators associated with Boiler #2 are intended to remain and be reused.
6) Vendor Question:
Work Hours / Shutdown Requirements:
Based on the pre-bid site visit, the work appears capable of being completed during normal working hours. Please confirm whether the boiler demolition, replacement, piping, electrical reconnection, controls work, startup, and commissioning may be performed during normal working hours, with no mandatory night/weekend work or specific after-hours shutdown requirement.
Work Hours / Shutdown Requirements
The boiler demolition, replacement, piping, electrical reconnection, controls work, startup, and commissioning will be performed during normal working hours.
7) Vendor Question:
Can the facility run over night with just one boiler operating?
The facility can run overnight with one boiler
8) Vendor Question:
When reconnecting to the welded pipe does it have to be welded back or can we use alternative
Connections?
Alternative connections can be used.
9) Vendor Question:
Are we able to work past normal hours? 8-5pm
Working past normal hours is not permitted.
10) Vendor Question:
Does the facility understand that the existing boiler is a steam unit and the one proposed to be installed is for water?
Yes, The H.B. Smith Series 28A-8 (CRN# D-605, Serial# N92-1101) is a commercial/industrial cast-iron sectional boiler engineered, tested, and certified under ASME Section IV codes to handle both steam and hot water applications. The boiler in our facility is set up to handle hot water applications not steam.
