About this file

This is Amendment Four to Invitation to Bid (ITB) 26MUL0808B issued by the State of Alaska Department of Public Safety Division of Administrative Services for the Fairbanks Post Addition Construction project. The amendment addresses vendor-submitted questions and makes four critical changes to the original solicitation: removing all liquidated damages language specific to the project, replacing the requirement for a projected timeline submission with a fixed 30-month completion requirement from Notice to Proceed, updating Section 06 41 00 Architectural Wood Casework specifications with revised standards, and providing responses to 33 numbered vendor questions submitted between November 10-26, 2025. The amendment requires all offerors to sign and return the amendment page with their bid submission; failure to do so may result in bid rejection. Bids must be submitted electronically to dps.das.solicitations@alaska.gov by 2:00 p.m. Alaska Time on December 22, 2025, with virtual public bid opening available to those who contact the procurement officer for login credentials. Contact information directs bidders to Kelly Pahlau, Procurement Officer, at (907) 269-8493 or kelly.pahlau@alaska.gov.

Key clarifications provided in the amendment address fabricator qualifications, product specifications, FF&E procurement responsibilities, and project administration requirements. Bidders are clarified that the contractor is responsible for procuring and installing all FF&E items shown on drawings, with mobile storage systems coordinated under separate FF&E procurement; standard white melamine cabinets are not acceptable substitutes for specified laminated interiors with dovetailed drawers; hard-copy bid bonds are required and must be postmarked by the deadline; alternate products must meet specified performance requirements; background checks are required for all on-site employees with costs covered by DPS for the selected contractor; and permanent utility connections and service fees remain the Owner's responsibility. The revised Section 06 41 00 specifies Premium Grade architectural wood casework with decorative laminate finishes, solid surfacing countertops meeting ISFA 2-01 standards with matte finish, and European-style concealed self-closing hardware with specific basis-of-design products referenced.

Special instection are provided by the owner in accordance with Division 01

The construction documents have been approved by the City of Fairbanks Plan Reviewer. Contractor to include cost for permit of $59,947

147 11/26/2025 Did not see requirement for background checks specified. Are they required for personnel working on this project? Will the background checks be performed by State of Alaska or is contractor responsible to pay for background checks?

Background checks are requires for all employees working on-site on this project, DPS will cover the cost of background checks for the lowest responsible and responsive bidder. Any employee of the contractor or subcontractor must have a completed background check approved by DPS prior to starting their work on the project.

151 11/26/2025 How literally should we interpret spec 01 45 00, 3.04.A.4 Electrical and Mechanical Testing: Provide and pay for an independent testing firm to perform electrical and mechanical testing. Is it expected/required an independent agency would do such routine tasks as pneumatic air testing, perform any static head pressure tests on plumbing pipes, perform the megger testing on conductors, perform a hydrostatic test on fire suppression piping, etc? We feel the verbiage in this paragraph should be more defined because there is an excessive amount of routine testing that is normally performed by the respective MEP trades, which usually the owner's reps are invited to witness, rather than requiring a different entity to become involved.

Test all systems installed by this project as indicated by division 02 through 32 specifications.

153 11/26/2025 Section 11.8 – Delay Damages: This section provides for liquidated AND actual damages (but this sample does not specify what the liquidated damages amount would be). Please confirm the total amount of liquidated damages (inclusive of delay damages). If no liquidated damage amount is determined, note that the Department will be entitled to actual damages, which are impossible to estimate in advance, and thus challenging to account for in a bid fully.

See bidder question 29

158 How is completion date evaluated on bid day? Contractor is required to submit a projected timeline for completion with the bid package. Is a full project schedule expected, or just a completion date? Does completion date become contractually binding? Bid schedule does not address project timeline; how is this information to be submitted with bid? Please provide clarification on what is expected.
