About this file
This is Addendum No. 1 to ITB 26-035-SH issued by the Kissimmee Utility Authority (KUA) on June 10, 2026, clarifying and modifying the original solicitation for substation batteries, battery racks, and accessories. The addendum addresses thirteen bidder questions and revises the technical specifications contained in Exhibit B. The procurement includes two separate items: Item 1.1 requires two lead-selenium flooded lead acid battery banks for Van Meter Substation No. 22 located at 3269 N. Poinciana Blvd, Kissimmee, FL, with two associated racks; Item 2.1 requires one lead-selenium flooded lead acid battery bank for Cane Island Substation No. 13 located at 6075 Old Tampa Hwy, Davenport, FL, with one associated rack. Both systems operate at 125 volts DC with 60 cells per system in a 2-wire ungrounded configuration. Van Meter Substation requires battery capacity of minimum 190 amp-hours per bank based on a duty cycle of 313 amperes for 1 minute followed by 23 amperes for 478 minutes, twice; Cane Island Substation requires minimum 280 amp-hours based on a duty cycle of 63.16 amperes for 1 minute followed by 18.76 amperes for 478 minutes.
KUA personnel will perform all installation, testing, and commissioning; bidders are responsible only for supplying the batteries, racks, and accessories. Battery sizing calculations must incorporate a 1.15 temperature correction factor, 1.10 design margin, 1.25 aging factor, and utilize 1.75 volts per cell as the final cell voltage per IEEE Standard 485 (2020). The Van Meter racks have maximum dimensions of 240 inches length by 51 inches height by 18 inches width; the Cane Island rack has maximum dimensions of 250 inches length by 26 inches height by 32 inches width. KUA expressed a preference for flush post battery configurations with extended terminal posts for adequate maintenance clearance. Bidders may propose equivalent manufacturers not specifically listed but must clearly identify any alternate products within their bid submissions. All bidders must acknowledge receipt of this addendum and return the signed acknowledgment form with their bid response.

ADDENDUM #1
Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Proposal and agreement documents. The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing. Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.
I. QUESTIONS
Q1. When doing the sizing`s we found that we will need to use a larger model to meet the specified sizing and this also makes the footprint larger. Are we able to deviate on the footprint to provide a flooded system? If we cannot deviate on the footprint, we can supply a VRLA (sealed) option, which has a much more condensed footprint, but deviates on many of the specifications that are in reference to flooded type cells.
A1. A multi-tier rack may be provided in lieu of a single tier rack if necessary to meet the required capacity within the existing footprint. The existing space limitations are not flexible. Proposed battery systems must meet the specifications of the solicitation.
Deviations from the specified battery type or requirements will be evaluated by KUA during bid review.
Q2. Do you have previous bid result that you can share?
A2. Yes, KUA will process this request in accordance with public records requirements. Any available records will be provided following review. For future public records requests, please contact Records@kua.com
Q3. Do we need pre-approval for equivalent manufacturers not listed (approved equals)?
A3. No. Equivalent manufacturers not specifically listed may be submitted with the bid for KUA review.
Q4. Who is responsible for installation and commissioning of the batteries?
A4. KUA personnel will perform installation, testing, and commissioning of the batteries.
Q5. Van Meter Substation No.22 LOAD PROFILE / Battery ah size The single picture of the battery shown is a FIAMM M/N SD-15 This battery has A “NOMINAL CAPACITY of 280ah The load profile provided by KUA results in a much larger battery than that shown The preliminary sizing based on the provided LOAD PROFILE results in a significantly larger battery than that which is identified. (i.e. 190ah
P a g e 2 | 3 or larger) We notice there are TWO battery strings required and so… Is the load profile provided intended to use BOTH BATTERY STRINGS’ CAPACITIES to achieve the desired ah load?
A5. Please refer to the revised Exhibit B. The duty cycle requirements for Item 1.1, Van Meter Substation No. 22, have been revised. Bidders shall base battery sizing calculations and proposed battery capacity on the revised duty cycle requirements.
Q6. Van Meter Substation No.22 We notice the requested TEMP FACTOR CORRECTION is to 1.15 In our experience at KUA, these batteries are housed in an climate controlled building, where the TEMP FACTOR CORRECTION would only come into play were the ambient temperatures fall well below 77 degree F. Is this TEMP FACTOR CORRECTION of 1.15 needed and correct?
A6. Confirmed. Bidders shall use a battery cell temperature correction factor of 1.15.
Q7. Cane Island Substation No.13 LOAD PROFILE / Battery ah size The load profile provided by KUA results in a much larger battery than that shown The preliminary sizing based on the provided LOAD PROFILE results in a significantly larger battery than that which is identified. (i.e. 280ah or larger) Based upon our experience, we believe there to be an error in the load profile that was provided.
A7. Please refer to the revised Exhibit B. The duty cycle requirements for Item 2.1, Cane Island Substation No. 13, have been revised. Bidders shall base battery sizing calculations and proposed battery capacity on the revised duty cycle requirements.
Q8. Cane Island Substation No.13We notice the requested TEMP FACTOR CORRECTION is to 1.15 In our experience at KUA, these batteries are housed in an climate controlled building, where the TEMP FACTOR CORRECTION would only come into play were the ambient temperatures fall well below 77 degree F. Is this TEMP FACTOR CORRECTION of 1.15 needed and correct?
A8. Confirmed. Bidders shall use a battery cell temperature correction factor of 1.15.
Q9. If the Bidder represents several different BATTERY OEM SUPPLIERS, are multiple bids allowed? i.e. Hoppecke and / or C&D batteries?
A9. No. Bidders shall submit a single bid. If proposing an alternate manufacturer or equivalent product, it must be clearly identified within the bid and submitted in accordance with the solicitation requirements.
Q10. Is there a preference on the part of KUA as to the BATTERY POST “TYPE”; i.e.
FLUSH TYPE post and/or “2-Hole Extended Post”? As shown in the Bid document with the picture of the existing FIAMM battery string.
A10. KUA's preference is for a flush post battery configuration with terminal posts extended as necessary to provide adequate clearance for battery rack maintenance.
Q11. On basis for capacity calculations (each site), final cell voltage is denoted as 5.25VDC. The end cell should be 1.75VPC. I assume the 5.25VDC final cell voltage is referring to a 6VDC bloc battery with each end cell voltage being 1.75VPC(1.75(x3)=5.25).
A11. Please refer to the revised Exhibit B. The final cell voltage has been corrected to
1.75 volts per cell (VPC) and shall be used for all battery sizing calculations.
