About this file

This document is Addendum #1 to Invitation to Bid (ITB) 26-008-S issued by the Eugene Water & Electric Board (EWEB) for Vegetation Management Services on EWEB-owned or controlled properties within Oregon's McKenzie Corridor. The addendum provides clarifications regarding the scope of work and contractor qualifications through a questions and answers format. Key activities under this contract include clearing heavy brush and trees using weed-eaters and chainsaws with debris chipping or removal, hand-hauling debris on steep slopes within power canals and reservoirs, hauling and spreading soils and gravels, planting trees and shrubs for restoration projects, trenching and hand grading, installing erosion control materials and retainer walls, and collecting and planting native shrub scions. EWEB seeks contractors capable of performing varied heavy labor combined with restoration professional skills, specifically those who can identify and protect native species while managing undesirable vegetation. Contractor crews normally consist of a single 3-4 person team, though larger crews may be deployed when needed. The contract term runs from April 6, 2026, through April 5, 2031, with potential renewals not exceeding five total years, with a bid closing date of January 29, 2026, at 2:00 PM PT.

The addendum constitutes a material change to the bid and requires bidder acknowledgment by signature and return with the bid response or by circling the addendum number on the bid form. Contractors must demonstrate a minimum of five years of comparable vegetation management experience, possess knowledge of plant identification and habitat restoration techniques, and maintain compatible GIS mapping capabilities. Pricing is structured as a loaded labor rate per hour with estimated annual labor hours, supplemented by optional pricing for heavy equipment. Insurance requirements include Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability Insurance of $1,000,000 combined single limit, and Workers' Compensation coverage as mandated by Oregon law. Price adjustments are restricted, with no increases permitted during the first 12 months and subsequent annual increases limited to a maximum of 5% with appropriate documentation. The contract includes reimbursement provisions for contractor expenses related to heavy equipment rental, noxious weed debris disposal, and other approved out-of-pocket expenses at actual cost.

ADDENDUM #1

Vegetation Management Services

ITB 26-008-S

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

QUESTIONS & ANSWERS:

Question #1: For the Scope of Work (ITB 26-008-S Section 3), could we get examples of key activities that are to be performed? It (ITB 26-008-S) mentions heavy use of weed-whackers and other tools as necessary – I’m just looking for an example of a potential project within the Scope of the overall contract.

- Answer: Projects have included:

- Clearing heavy brush and trees with bladed weed-eaters and chainsaws and chipping or loading out the debris.

- Some of this work occurs within power canals and reservoirs and requires hand-hauling debris up steep slopes to chip or otherwise remove from the site.

- Workers must recognize native species to avoid unintended impacts.

- Hauling or spreading soils and gravels.

- Planting trees and shrubs around restoration/enhancement projects.

- Trenching and hand grading.

- Installing erosion control materials.

- Installing retainer walls (trail stabilization)

- Collecting and planting native shrub scions.

Question #2: Are you looking for a contractor who is more in line with landscaping, tree service, or something in between?

- Answer:

- We are looking for crews capable of performing varied heavy labor (i.e. ground and tree work) who also possess the skills and knowledge of restoration professionals. Weed-eating type groundwork often requires the ability to identify and protect native species while managing undesirable vegetation.

- Crews should have knowledge of proper planting and plant protection techniques.

- Knowledge in techniques for collecting and planting native shrub scions.

Question #3: Where it (ITB 26-008-S) mentions “3-4 person crews” does that mean three crews of four people, or a single crew of three to four people?

- Answer: Normally a single crew of 3-4 workers is sufficient to perform necessary activities. The ability to send larger crews when needed can be helpful.
