This is Amendment 5 to the Invitation to Bid (ITB) 2526H331 issued by the Alaska Department of Transportation and Public Facilities, Division of Program Management and Administration, for Circle Rural Airport Maintenance. The solicitation requests comprehensive winter maintenance services for Circle Airport facilities, including daily inspections and maintenance of runways, taxiways, aprons, safety areas, access roads, lighting systems, and buildings; snow and ice removal operations; trash removal; equipment maintenance; and building support services. The contract covers a service period from October 1, 2026, through April 30, 2027, with four optional one-year renewals available at the State's discretion under identical conditions. The original bid deadline of June 30, 2026, has been extended multiple times, with Amendment 5 setting the final deadline for bid receipt at 11:00 AM Alaska Time on September 23, 2026. Anticipated contract award is July 1, 2026, with issuance scheduled for July 13, 2026. Bids must be submitted in person or by mail; faxed or oral proposals will not be accepted.
The contract is structured as Firm Fixed Price with Adjustments using a Consumer Price Index adjustment clause, with prices remaining firm through October 1, 2027, and adjustments permitted no sooner than 12 months from contract execution and no more than once per contract year. The budget is $45,000 per service period, and bids exceeding this amount will be deemed non-responsive. Award will be made to the lowest responsive and responsible bidder. Multiple Alaska-specific preferences apply, including 5% Alaska Bidder Preference, 5% Alaska Veteran Preference (capped at $5,000), 2% Alaska Military Skills Program Preference (capped at $5,000), 15% Employment Program Preference, 10% Alaskans with Disabilities Preference, and 7% Local Agricultural and Fisheries Product Preference where applicable. The contractor must maintain valid Alaska business license, Workers' Compensation Insurance, Commercial General Liability Insurance with minimum $300,000 combined single limit, and Commercial Automobile Liability Insurance with identical coverage limits. The State provides all fuel, Diesel Exhaust Fluid, oil, lubricants, antifreeze, and filters for State-supplied equipment; the contractor supplies hand tools and safety equipment.
