ITB 2526H331 Circle Rural Airport Maintenance - Amendment 2
This amendment document is issued by the Alaska Department of Transportation and Public Facilities, Division of Program Management and Administration, to extend the bid deadline for Circle Rural Airport Maintenance services. Amendment #2 extends the bid submission deadline to 11:00 AM Alaska Time on September 10, 2026, superseding the previous deadline of July 16, 2026 established by Amendment #1. The scope of work encompasses comprehensive winter maintenance operations for Circle Airport from October 1, 2026, through April 30, 2027, with four optional one-year renewals available at the State's discretion. Services include daily inspections and maintenance of runways, taxiways, aprons, safety areas, access roads, and lighting systems; snow and ice removal operations; trash removal; equipment maintenance; and building support services. The contractor must maintain a qualified workforce experienced in heavy equipment operation and provide weekly condition reports to the airport manager. The anticipated contract award date is July 1, 2026, with contract issuance scheduled for July 13, 2026. Bids must be submitted in hard copy format; late bids or amendments and faxed or oral proposals will not be accepted. Prospective bidders are required to register with Procurement Officer Adam Tolles to receive amendments.
The contract is structured as Firm Fixed Price with Adjustments utilizing a Consumer Price Index adjustment clause, with the budget capped at $45,000 per service period, and any bids exceeding this amount deemed non-responsive. Prices remain firm through October 1, 2027, after which adjustments are permitted no sooner than 12 months from contract execution and no more than once per contract year. Multiple Alaska-specific preferences apply, including 5% Alaska Bidder Preference, 5% Alaska Veteran Preference (not to exceed $5,000), 2% Alaska Military Skills Program Preference (not to exceed $5,000), 15% Employment Program Preference, 10% Alaskans with Disabilities Preference, and 7% Local Agricultural and Fisheries Product Preference where applicable. Award will be made to the lowest responsive and responsible bidder. The contractor must obtain and maintain a valid Alaska business license and provide proof of Workers' Compensation Insurance, Commercial General Liability Insurance with a minimum $300,000 combined single limit, and Commercial Automobile Liability Insurance with identical coverage limits. The State provides all fuel, Diesel Exhaust Fluid, oil, lubricants, antifreeze, and filters for State-supplied equipment, while the contractor supplies hand tools and safety equipment.
