About this file

This is Amendment 4 to an Invitation to Bid (ITB 2526H331) issued by the Alaska Department of Transportation and Public Facilities for Circle Rural Airport Maintenance. The amendment corrects a clerical error on Amendment 3, changing the "Date Amendment Issued" from August 24, 2027 to August 24, 2026. The scope of work encompasses comprehensive winter maintenance of Circle Airport facilities from October 1, 2026, through April 30, 2027, including daily inspections and maintenance of runways, taxiways, aprons, safety areas, access roads, lighting systems, and buildings; snow and ice removal operations; trash removal; equipment maintenance; and building support services. The bid deadline, as extended by Amendment 2, is September 10, 2026, at 11:00 AM Alaska Time. The contract is structured as Firm Fixed Price with Adjustments using a Consumer Price Index adjustment clause, with prices remaining firm through October 1, 2027, and adjustments permitted no sooner than 12 months from contract execution and no more than once per contract year. The contract includes four optional one-year renewals at the State's discretion under identical conditions. Anticipated contract award was July 1, 2026, with issuance scheduled for July 13, 2026.

The budget is $45,000 per service period, with bids exceeding this amount deemed non-responsive. Amendment 3, a mandatory return amendment, removed original Sections 2.20 and 2.21 and replaced them with Appendix B1 regarding indemnity and insurance requirements. The contractor must maintain Commercial General Liability Insurance with a minimum $300,000 combined single limit and Commercial Automobile Liability Insurance with identical coverage limits, along with proof of Workers' Compensation Insurance and a valid Alaska business license. The State applies multiple Alaska-specific bidder preferences including 5% Alaska Bidder Preference, 5% Alaska Veteran Preference (not to exceed $5,000), 2% Alaska Military Skills Program Preference (not to exceed $5,000), 15% Employment Program Preference, 10% Alaskans with Disabilities Preference, and 7% Local Agricultural and Fisheries Product Preference where applicable. Award will be made to the lowest responsive and responsible bidder. The Procurement Officer is Adam Tolles, reachable at (907) 451-1625, adam.tolles@alaska.gov, or (907) 465-3124 by fax.
