About this file

This document is Amendment Number Two (2) for Invitation to Bid (ITB) Number 2525N125 issued by the Alaska Department of Transportation & Public Facilities, Statewide Contracting & Procurement. The amendment, dated May 7, 2025, modifies the original ITB for the Northern Region Aggregate Stockpile project, primarily addressing subcontractor participation rules. The key change allows subcontractors to be used in the contract, requiring bidders to identify subcontractors, their work portions, and provide detailed information within five working days of state request. The bid due date remains May 13, 2025, at 10:00 AM Alaska Time, with potential contract completion estimated around May 26, 2025.

The amendment also addresses three bidder questions, clarifying subcontractor allowances, bid submission procedures, and project completion timelines. Specifically, the bid guarantee of $5,000 must be a certified or cashier's check mailed to the specified address, not emailed. Completion dates for aggregate stockpiling are noted as estimated, with the successful bidder required to coordinate directly with the Project Manager, Henry Cole, if schedule adjustments are needed. The procurement covers aggregate stockpiling across multiple Alaskan locations including Fairbanks, Dalton, Tazlina, and Tok, with varying cubic yard requirements for different lots.

The purpose of this Amendment #2 is to:

• Remove “SEC. 2.12 SUBCONTRACTORS Subcontractors will not be allowed.” in its entirety and replaced with:

“SEC. 2.12 SUBCONTRACTORS

Subcontractors may be used to perform work under this contract. If a bidder intends to use subcontractors, the bidder must identify in the bids the names of the subcontractors and the portions of the work the subcontractors will perform.

If a bid with subcontractors is selected, the bidder must provide the following information concerning each prospective subcontractor within five working days from the date of the state's request:

• complete name of the subcontractor;

• complete address of the subcontractor;

• type of work the subcontractor will be performing;

• percentage of work the subcontractor will be providing;

• evidence that the subcontractor holds a valid Alaska business license; and

• a written statement signed by each proposed subcontractor that clearly verifies that the subcontractor is committed to render the services required by the contract.

A bidder's failure to provide this information, within the time set, may cause the state to consider their bid non-responsive and reject it.

Note that if the subcontractor will not be performing work within Alaska, they will not be required to hold an Alaska business license.”

Questions and answers

Question #1:

SEC. 2.12 does not allow subcontractors. Previous aggregate contracts allowed subcontractors and joint ventures.

The ITB references subcontractors multiple times, please clarify if subcontractors will be allowed on this project?

Answer #1:

This has been corrected in this amendment. See above.

Question #2:

The bid is allowed to be submitted via email to dotnrprocurement@alaska.gov. The bid guarantee in the amount of $5,000.00 is required to be a certified or cashier’s check, will the DOT accept an emailed copy of the check?

Answer #2:

The Certified or Cashier’s check must be mailed to the address listed in SEC. 1.05 of this ITB.

a. Items 4.1, 4.2, & 4.5 require 30,000 CY aggregate to be completed within 10 calendar days at three different locations.

b. Items 4.3 & 4.6 require 17,500 CY of aggregate to be completed 15 day later at another two locations.

c. Finally, items 4.4 & 4.7 require 17,500 CY of aggregate to be com0pledt 16 days later at another two locations.

Please consider delaying some of the delivery dates.

Answer #3:

Completion dates are estimated. The successful bidder must coordinate with the Project Manager, Henry Cole, at 907-451-2223 or via email at henry.cole@alaska.gov, if any adjustments to the scheduled completion dates are required.
