About this file
Addendum #003 to Solicitation ITB-25-010 is a written question response document issued by the Florida Department of Corrections (FDC) for the Statewide HVAC Maintenance, Repair, Installation, and Replacement Services procurement. This addendum addresses clarifications regarding contract start dates, facility equipment inventories, and licensing requirements for the 143 correctional facilities across the state. The solicitation seeks responsive bids from responsible vendors to install, maintain, and repair HVAC systems and service refrigeration units. The original bid deadline was November 3, 2025, but subsequent addenda have revised the timeline, with the current deadline established as January 13, 2026, at 2:00 p.m. The contract will be awarded to one vendor per geographical region across four regions and will extend up to five years with potential renewal options, with project commencement coordinated on a project-by-project basis between the Department and selected vendor(s).
The addendum clarifies critical qualification requirements, specifying that awarded vendors must hold a Type A certified air conditioning license and comply with occupational licensing requirements in Florida. Individual technicians must possess EPA certification and any other required training while working under the supervision of a Type A license holder. The Department's response to equipment inventory questions reveals that Region 1 contains 15 institutions with fan coil units across all facilities, 13 institutions with boilers for hydronic heat, and one institution (Quincy Annex) with a chiller, with no cooling towers or variable air volume systems present in the region. Vendors must adhere to the pricing terms outlined in the ITB, including providing a minimum 10% discount off manufacturer's suggested retail price for systems, components, supplies, and materials. Protests of the bid award must be filed within the timeframe prescribed in Section 120.57(3), Florida Statutes, with documentation submitted to the Department's Agency Clerk at the Office of General Counsel in Tallahassee.
