About this file

This Addendum #003 document is issued by the Florida Department of Corrections (FDC) and modifies the Invitation to Bid (ITB-25-007) for Statewide Roof Maintenance, Repair, and Replacement Services. The ITB seeks to contract with certified roofing vendors to provide installation, maintenance, and repair services for roofing systems across 143 correctional facilities located in four distinct geographic regions. Vendors must submit unit cost pricing for 58 line items covering emergency repairs for various roofing types (shingles, TPO, modified bitumen, built-up, standing seam, and metal), penetration boots, flashing, siding materials, structural components, underlayment, membrane systems, and related services. Sealed bids are due by March 10, 2026, at 2:00 p.m. The Department intends to award one contract per region to the responsible bidder submitting the lowest grand total price, with vendors permitted to bid on any combination of regions. The contract term extends for an initial period with potential renewal options in accordance with Florida Statute 287.057(14).

The pricing structure requires vendors to submit break-even material costs, percentage markups on materials, and separate hourly labor rates for roofing supervisors and roof technicians for each region. Vendors must bid on all 58 items within any region in which they submit a proposal to be considered responsive. Minimum qualifications require vendors to hold an active Certified General Contractor license with a Certified Roofing Contractor designation, or to be Certified Technicians in Florida. Addendum #003 clarifies that the warranty period has been revised to one year following installation, covering repair or replacement of defective materials and workmanship under normal use conditions. The addendum also confirms that no union requirements apply to this procurement and that vendors are not required to bid on all four regions for their bids to be considered responsive. Additional compliance certifications required include E-Verify registration, scrutinized company certifications, foreign country of concern attestations, and various vendor eligibility verifications per Florida statutory requirements.
