About this file
This is Addendum #003 to Invitation to Bid (ITB) 25-007 issued by the Florida Department of Corrections (FDC) for Statewide Roof Maintenance, Repair, and Replacement Services covering 143 correctional facilities across four geographic regions. The solicitation seeks qualified vendors to provide comprehensive roofing services including emergency repairs, material supply, installation, and replacement of various roofing systems such as TPO membranes, architectural shingles, metal roofing, modified bitumen, and built-up systems, along with related work on fascia, soffits, trusses, flashing, and gutters. Bidders must submit unit cost pricing for 51 line items per region covering materials and labor rates, with vendors permitted to bid on one or more regions but required to submit pricing for all items within any region selected. The revised bid due date is March 10, 2026, at 2:00 p.m., and awards will be made to the responsible bidder with the lowest grand total price per region, with the contract term extending up to three years and renewable under Florida Statute 287.057(14).
The pricing structure requires vendors to provide break-even material costs, percentage markups on materials, and separate hourly labor rates for roofing supervisors and technicians, with invoicing performed in arrears on an as-needed basis. Minimum qualifications mandate that all bidders maintain an active Certified General Contractor license with Certified Roofing Contractor credentials or equivalent certification in Florida. Materials and installation workmanship must be warranted for one year after installation, exclusive of manufacturer warranties, covering defects under normal use conditions. Key compliance requirements include E-Verify registration, scrutinized company certifications, a performance bond or letter of credit in the amount of $10,000 or average annual contract price, positive Dun & Bradstreet financial standing, and attestations regarding data security, non-collusion, and foreign country concerns. No specific budget amount is identified, with contract value to be determined on a project-by-project basis throughout the award term.
