About this file

Addendum No. 2 for ITB 23-0416-01 is issued by the Eastern New Mexico Water Utility Authority (ENMWUA) for the Finished Water 3B Pipeline project. The addendum provides clarifications and revisions to the original bid documents, including updates to multiple specification sections such as the Bid Form Supplement, Unit Price Measurement and Payment, Project Coordination, and Disinfection of Water Utility Distribution Facilities. The document includes responses to questions received from potential bidders, a mandatory pre-bid meeting sign-in sheet, and an electronic version of the Unit Price Bid Schedule added to the Bidders Library.

The addendum addresses various technical and procedural aspects of the project, including utility coordination, work sequencing, disinfection procedures, and testing requirements. Key clarifications include guidelines for archaeological monitoring, water source options for construction and testing, coordination with the City of Portales for tank connections, and specific requirements for pipe installation, disinfection, and bacteriological testing. The document provides detailed information on sampling, chlorine concentration testing, and turbidity limits, with instructions for contractors on how to meet the project's technical specifications and quality standards.

For Alternative 2 – PVC, can PVC with external joint restraints be acceptable in lieu of the DIP sections?

We have spoken to multiple suppliers and 20” DIP is still an extremely long lead time item and PVC has been much more readily available. This substitution would greatly benefit the timeline on the schedule. No.

27 5/18/2023 Will the contractor be allowed to connect to an existing water source to test and disinfect the installed water line or will the contractor be required to truck water to fill and test the line?

Yes, contractor will be allowed to connect to an existing water source as long as it meets the Contract Document requirements.

28 5/18/2023 Will the contractor be allowed to dispose of testing water on-site? Yes.

My name is Pricella Andrew, and I am working on getting Thalle registered with the New Mexico Department of Workforce solution. It has rejected my attempts to register because of the following reasons.

Errors You are not required to register at this time. Return and register once employment begins. (39)

• We are not actively working in New Mexico

• I do not have a start date for working

• I have no employees in New Mexico

• I have not paid wages in New Mexico.

I have our NEW Mexico license and I have my Tax registration certificate. This group is for unemployment payment, not Workman Comp. So, providing a COI for WC is not part of the process.

Can you let me know if I can’t register Thalle registered until 10 days before we start work ( That is one of the requirements ) Can we use our New Mexico Tax ID ? If not, what are my other options , or do you know a way to get a temporary Workforce account? Thanks for your help

Please contact Brad Brister, NMDWS, Brad.Brister@state.nm.us, (505) 252-7161

We have a request regarding access to the bid docs. The pdf files are passcode protected which prevents any manipulation of the bid docs. Please can you provide unlocked bid docs or provide the pass code for full access electronically? This helps with highlighting, sharing, bookmarking, commenting, etc. This also prevents a lot of unnecessary paper consumption. No.

31 5/23/2023

For the Affidavit of Non-Collusion, does this form have to be notarized out of New Mexico notary or can we use another state notary? If so, can we just one-line that section? We are bidding from an office in Texas an our corporate office is in North Carolina. You can use another state notary and one-line that section.
