About this file
This geotechnical data report was prepared by GEOMAT Inc. for the Eastern New Mexico Water Utility Authority (ENMWUA) regarding the Finished Water 3B (FW3B) Pipeline project in Portales, New Mexico. The project involves constructing approximately 5.4 miles of 20-inch diameter ductile iron pipeline, running from New Mexico Highway 467 south along the highway, then west for 0.75 miles, continuing south along Roosevelt County Road R and Boston Avenue, and terminating at the existing Lime Street tank. The investigation included 18 soil borings (B-1 through B-18) drilled between December 2021 and March 2022, with some borings utilizing trenchless crossing methods at highway intersections.
The geotechnical investigation revealed predominantly sandy and clayey soil conditions with varying density and composition. Laboratory testing indicated potential corrosion risks for concrete and metal infrastructure, with soil resistivity ranging from 913 to 5,880 ohm-cm, classified as severely corrosive to moderately corrosive. Groundwater was not encountered in any of the borings. Chemical testing showed soluble sulfate contents between 0 and 0.12 percent, which may require specialized cement types for concrete construction. The report provides detailed soil classification, moisture content, and engineering property analyses to support the final design and construction phases of the pipeline project.

GEOMAT PROJECT NO. 212-3828R
INTRODUCTION
This report contains the results of our geotechnical exploration for the proposed Eastern New
Mexico Water Utility Authority (ENMWUA) Finished Water 3 Pipeline (FW3B) project to be in
Portales, New Mexico, as shown on the Site Plans in Appendix A of this report.
The purpose of these services is to provide geotechnical data and observations regarding:
• subsurface soil conditions
• groundwater conditions
• soil engineering properties
The data contained in this report are based upon the results of field and laboratory testing, as presented below.
PROPOSED CONSTRUCTION
We understand that the proposed ENMWUA FW3B pipeline project will consist of a new water pipeline that is expected to be approximately 5.4 miles long and constructed of 20-inch diameter ductile iron. The pipeline is planned to begin at the existing waterline on the east side of New
Mexico Highway 467, run south along NM Hwy 467, then west for approximately 0.75 miles, then turn south along Roosevelt County Road R, continue along Boston Avenue, and end at the existing Lime Street tank in Portales, New Mexico. We understand that trenchless crossing boring construction methods may be used at the New Mexico Highway 467 and New Mexico
Highway 236 crossing locations.
SITE EXPLORATION
Our scope of services performed for this project included a subsurface exploration program, laboratory testing, and preparation of a geotechnical data report.
Field Exploration:
Subsurface conditions along the FW3B pipeline alignment were explored between December 6th, 2021, and March 23rd, 2022, by drilling eighteen (18) exploratory borings at the approximate
Geotechnical Data Report GEOMAT Project No. 212-3828R
ENMWUA FW3B Pipeline Page 2 locations shown on the Site Plans in Appendix A. The boring locations were specified and marked in the field by Jacobs representatives. If necessary, some boring locations were adjusted to allow for drill rig access or utility line avoidance. Boring B-18 was moved approximately 250 feet west of the proposed location for utility line avoidance with guidance from a city of Portales representative and approval from Jacobs. The northings, eastings, and elevations for the boring locations were obtained from the final survey data provided to us by Jacobs and are listed on the
Boring Logs in Appendix A, having the units of US survey feet. All coordinates are on the New
Mexico east state plane coordinate system, and all elevations are NAVD88. Boring B-15A was drilled to obtain data past the termination depth of boring B-15, which was terminated short of the planned depth due to auger refusal on strongly compacted clay soils. Boring B-18 was terminated short of the planned depth due to auger refusal on highly cemented soils (caliche).
The table below summarizes the planned boring depths and total depths reached:

The borings were advanced using CME-45 and CME-75 truck-mounted drill rigs with continuous-flight, 7 ¼-inch O.D. hollow-stem augers. The borings were continuously monitored by staff professionals from our office who examined and classified the subsurface materials encountered, obtained representative samples, observed groundwater conditions, and maintained a continuous log of each boring.
Soil samples were obtained from the borings using a combination of standard 2-inch O.D. split spoon and 3-inch O.D. ring-lined barrel samplers. The samplers were driven using a 140-pound hammer falling 30 inches. The standard penetration resistance was determined by recording the number of hammer blows required to advance the sampler in six-inch increments.
Representative bulk samples of subsurface materials were also obtained.
Boring logs were prepared and are presented in Appendix A. Soils were classified in accordance with the Unified Soil Classification System described in Appendix A. Relative Drilling
Resistance (RDR) is noted on the boring logs on a scale of 1 to 5. The RDR criteria is presented in the following table:
ENMWUA FW3B Pipeline Page 4

Laboratory Testing:
Samples retrieved during the field exploration were transported to our laboratory for further evaluation. At that time, the field descriptions were confirmed or modified as necessary, and laboratory tests were performed to evaluate the engineering properties of the subsurface materials.
ENMWUA FW3B Pipeline Page 5
SITE CONDITIONS
Site photographs are presented in Appendix C. The photographs provide a general indication of the surface conditions along the alignment. In general, the terrain across the alignment was generally flat and sparsely to heavily vegetated.
SUBSURFACE CONDITIONS
Subsurface condition details are shown on the Boring Logs presented in Appendix A.
Groundwater Conditions:
Groundwater was not encountered in any of the borings to the depths explored. Groundwater elevations can fluctuate over time depending upon precipitation, irrigation, runoff, and infiltration of surface water. We do not have any information regarding the historical fluctuation of the groundwater level in this vicinity.
Laboratory Test Results:
Laboratory testing was performed on select samples throughout the pipe alignment. Laboratory testing included the following:
• Sieve Analysis with Hydrometer (ASTM C136 & D7928)
• Oven-Dried Moisture Content (ASTM D2216)
• In-Situ Moisture/Density (ASTM D7263)
• Atterberg Limits (ASTM D4318)
• Swell (ASTM D4546) with Modified Proctor – Method A (ASTM D1557)
• Soil Unconfined Compressive Strength
• Chemical Suite:
- Soluble Chlorides (EPA Method 300.0)
- Soluble Sulfates (EPA Method 300.0)
- Soluble Sulfides (EPA Method 9034/9030B)
- Soil Resistivity (Methods of Soil Analysis, Part 2, ASA Monograph #9, 2nd Ed., 10-2.3.1)
- Redox Potential (EPA Method 2580 B-2011)
- pH (EPA Method 9040C)
- Moisture Content
- Carbonate Content (ASTM D4373-21)
Available detailed results of laboratory testing are presented in Appendix B.
ENMWUA FW3B Pipeline Page 6
An unconfined compressive strength test was conducted on a sample of soil from boring B-2 at approximately 25 feet below grade. The sample tested reached an unconfined compressive strength of 35,838 psf, with a cohesion value of 17,919 psf (estimated), and an axial strain value of 3.6%. The test was not performed in accordance with ASTM D2166 due to the sample’s dimensions not meeting the requirements of that standard.
Chemical Test Results:
Representative samples were submitted to an independent analytical laboratory for chemical testing to help evaluate the potential for the on-site soils to corrode buried metal and/or concrete.
As requested, the samples were tested for moisture content, pH, resistivity, oxidation reduction potential, and soluble sulfates, sulfides, and chlorides. Summarized results and complete reports of the results are included in Appendix B. Discussion of the soluble sulfates and resistivity results are below.
Corrosion of Concrete:
The soluble sulfate contents of the samples tested ranged from not detectable to 0.12 percent (by weight) which may be characterized as negligible to moderate potential for corrosion (IBC Table
1904.3). According to the American Concrete Institute Building Code 318, when the sulfate content is between 0.11 and 0.20 percent by weight in soil, it is recommended to use Type II, or
Type IP/IS (MS) Portland Cement. Alternatively, a Type II cement with appropriately portioned pozzolans such fly ash or slag could be considered.
Corrosion of Metals:
Corrosion of buried ferrous metals can occur when electrical current flows from the metal into the soil. As the resistivity of the soil decreases, the flow of electrical current increases, increasing the potential for corrosion. A commonly accepted correlation between soil resistivity and corrosion of ferrous metals is shown in the following table:
Resistivity (ohm-cm) Corrosivity
0 to 1,000 Severely Corrosive
1,000 to 2,000 Corrosive
2,000 to 10,000 Moderately Corrosive
>10,000 Mildly Corrosive
The samples tested had resistivity values ranging between 913 and 5,880 ohm-cm. Based on these laboratory results and the table above, the on-site soils would be characterized as severely corrosive to moderately corrosive toward ferrous metals.

TEST DRILLING EQUIPMENT & PROCEDURES
Description of Subsurface Exploration Methods
Drilling Equipment – Truck-mounted drill rigs powered with gasoline or diesel engines are used in advancing test borings. Drilling through soil or softer rock is performed with hollow-stem auger or continuous flight auger. Carbide insert teeth are normally used on bits to penetrate soft rock or very strongly cemented soils which require blasting or very heavy equipment for excavation. Where refusal is experienced in auger drilling, the holes are sometimes advanced with tricone gear bits and NX rods using water or air as a drilling fluid.
Coring Equipment – Portable electric core drills are used when recovery of asphalt or concrete cores is necessary. The core drill is equipped with either a 4” or 6” diameter diamond core barrel. Water is generally used as a drilling fluid to facilitate cooling and removal of cuttings from the annulus.
Sampling Procedures - Dynamically driven tube samples are usually obtained at selected intervals in the borings by the ASTM D1586 test procedure. In most cases, 2” outside diameter, 1 3/8” inside diameter, samplers are used to obtain the standard penetration resistance.
“Undisturbed” samples of firmer soils are often obtained with 3” outside diameter samplers lined with 2.42” inside diameter brass rings. The driving energy is generally recorded as the number of blows of a 140-pound, 30-inch free fall drop hammer required to advance the samplers in 6-inch increments. These values are expressed in blows per foot on the boring logs. However, in stratified soils, driving resistance is sometimes recorded in 2- or 3-inch increments so that soil changes and the presence of scattered gravel or cemented layers can be readily detected and the realistic penetration values obtained for consideration in design. “Undisturbed” sampling of softer soils is sometimes performed with thin-walled Shelby tubes (ASTM D1587). Tube samples are labeled and placed in watertight containers to maintain field moisture contents for testing. When necessary for testing, larger bulk samples are taken from auger cuttings. Where samples of rock are required, they are obtained by NX diamond core drilling (ASTM D2113).
Boring Records - Drilling operations are directed by our field engineer or geologist who examines soil recovery and prepares boring logs. Soils are visually classified in accordance with the Unified Soil Classification System (ASTM D2487), with appropriate group symbols being shown on the logs.
