About this file

This document is a comprehensive bid specification for the Eastern New Mexico Rural Water System (ENMRWS) Finished Water 3B Pipeline project, involving the Eastern New Mexico Water Utility Authority (ENMWUA), Roosevelt County, and multiple government agencies including the U.S. Bureau of Reclamation. The project involves the purchase and installation of approximately 5.4 miles of 20-inch polyvinyl chloride or ductile iron pipe, including trenchless crossings and associated appurtenances. The bid was released on April 16, 2023, with a mandatory pre-bid conference and site visit scheduled for May 11, 2023, at 8:30 a.m. in Portales, New Mexico. Bids are due on June 7, 2023, at 3:00 p.m., with a recommended award date of June 22, 2023, and anticipated Notice to Proceed on July 27, 2023. The contract has a total estimated duration of 360 days for substantial completion and 420 days for final completion.

The project is funded through a U.S. Bureau of Reclamation Assistance Agreement (R20AC00022) with a total estimated project cost of $16,115,733. The bid allows for two alternatives: one using ductile iron pipe and another using polyvinyl chloride pipe. Bidders must comply with various state and federal requirements, including the Build America, Buy America Act, New Mexico Department of Workforce Solutions regulations, and prevailing wage standards. The project requires contractors to be registered with the New Mexico Department of Workforce Solutions and have specific qualifications, including at least 10 years of recent experience and completion of similar pipeline projects. Contractors must also provide performance and payment bonds, meet insurance requirements, and adhere to local and state procurement regulations.
