INSTRUCTIONS TO BIDDERS
INFORMATION OF RECORD
The official source of information for this project until the Intent to Award is posted, is the State of Oregon's bid site, located at: https://oregonbuys.gov/bso/. IT IS THE SOLE RESPONSIBILITY OF THE BIDDER TO CHECK THE WEBSITE ON A TIMELY BASIS. As a courtesy, EWEB may elect to email copies of addenda or notices to registered Bidders but doing so does not remove the responsibility of checking the website for critical information impacting the ITB and bid responses.
BID SCHEDULE
1.1 Bid Preparation:
The Eugene Water & Electric Board's environmental policy directs the utility to conduct its business in an environmentally sensitive, sustainable and responsible way. Pursuant to this policy, EWEB encourages the bidder to submit their bid using materials (i.e. paper, dividers, binders, brochures, supplemental information, etc.) that contain postconsumer recycled content and are readily recyclable. Use of materials that cannot be readily recycled, such as PVC (vinyl) binders, spiral bindings, plastic or glossy covers and/or dividers is discouraged. Further, bidders are strongly encouraged to duplex print whenever possible. Color printing is acceptable, but not required, unless content will not display correctly.
a. Compliance. All bids must be sealed and received by EWEB’s Purchasing Department (“EWEB” herein used synonymously with the term "OWNER" as used in the General Conditions) prior to the bid closing time and date. Bids that are received after the bid closing time and date may not be considered.
All bid and pricing information shall be typewritten or in ink and shall be signed by an authorized representative of the company. Alterations (including whiteout) or erasures shall be initialed by the person signing the bid.
b. Method of Bidding - Unit and Total Price. The price per item shall be clearly shown in the space provided. The pricing shall be extended to show the total when required. In case of errors in

EWEB reserves the right to reject stipulated and/or unbalanced bids that are determined by EWEB to not be in its best interest.
c. Completion. The bidder shall show in the space, when provided in the bid form, the earliest completion date on which completion of the work can be guaranteed. Otherwise, the bidder certifies that the work will be complete according to the completion time stated in the bidding documents.
EWEB reserves the right to consider availability and delivery (completion) time in determining award of this Contract.
d. Examination of Plans, Specifications, and Work Site. It is understood that a bidder, before submitting a bid, has made a careful examination of all plans, specifications and Contract documents, that the bidder has a complete understanding of the quality and quantity of materials and the character of the work required; and that the bidder has made a careful examination of the location and conditions of the worksite and the sources of supply for materials.
It is further understood that a bid awarded hereunder is subject to EWEB being able to (1) comply with all zoning ordinances, or obtain rezoning of the property where necessary; and (2) comply with local building code restrictions and conditions for the structure or structures contemplated in the bid, any or all of which conditions may be contained in the Contract and may result in termination of the Contract, if such conditions are not satisfied. EWEB will in no case be responsible for any loss or for any unanticipated costs that may be incurred by the Contractor as a result of the Contractor's failure to acquire full information about work conditions prior to submitting an offer to perform the work.
e. RESERVED
f. Interpretation of Contract Documents. If a bidder finds discrepancies in errors or omissions from the plans, specifications, or Contract documents, or has doubt as to their meaning, the bidder shall at once notify EWEB. EWEB will then investigate the validity of the claim and will determine whether an addendum will be issued (see Protest or Request for Clarification and Changes to the Bid Specifications below).
g. Protest or Request for Clarification/Changes of Specifications and/or Bidding Requirements
(EWEB Rule 5-0260).
Request for Clarification and Changes to the Bid Specifications Prior to the deadline for submitting questions, Bidders may, in writing/email, request clarification of or changes to any bid specifications or Contract terms. Questions and responses that present material information to all Bidders will be posted via formal, written addendum.
EWEB’s clarification to an Offeror, whether orally or in writing, does not change the terms of the solicitation and is not binding on EWEB unless EWEB amends the solicitation document by written addendum.
Protest of Specifications/Bid Requirements Bidders may, in writing, protest bid specifications or Contract terms and conditions. Unless stated differently in the bidding document, this written request for change must be received by the Contract Specialist indicated in the solicitation document no later than ten (10) days prior to the bid closing date. The written protest shall include the reasons for the protest. Envelopes containing bid protests shall be marked as follows:
Bid Specification Protest Bid Number: 22-021-PW
h. Filling in Bid Forms. The bid response shall be made on the form provided in the Invitation to
Bid and as prescribed by EWEB. The bidder may not alter, modify or change the bid form, except as directed by bid addendum. Any other form of offer is invalid. Bidders are required to use the form provided within the Invitation to Bid, Section 00400.
Bids may be rejected if they contain any recapitulation or restating of the work to be done, disclaimers, exceptions or other limitations or stipulations.
i. Bids are Offers. The bid is the bidder's offer to enter into a contract, which, if the bid is accepted for award, binds the bidder to a contract and the terms and conditions contained in the Invitation to Bid. A bidder shall not make the bid contingent upon EWEB's acceptance of specifications or Contract terms that conflict with or are in addition to those required in the bid Documents (except as noted in Time for Bid Acceptance, Section 1.3(g) below).
j. Proprietary Information/Public Disclosure. Materials submitted in response to this Invitation to Bid and/or the Contract shall become the property of EWEB and are, therefore, subject to public records laws.
In the event that a bidder desires to claim that portions of its submittal are exempt from public disclosure, under the provisions of ORS 192.501, it is incumbent upon the bidder to identify those portions in a transmittal letter. The transmittal letter must identify the page and the particular exemption(s) from disclosure upon which the claim is made. Each page claimed to be exempt from disclosure must be clearly identified, on the page, by the words: "This data constitutes a trade secret under ORS 192.501(2), and shall not be disclosed except in accordance with the Oregon Public Records Law, ORS 192.
If EWEB receives a request for public records disclosure of the information so designated as confidential by bidder, EWEB will make a reasonable attempt to notify Bidder of the request so Bidder/Contractor may claim any exemption Bidder is entitled to under applicable laws.
The Oregon Public Records Law exempts from disclosure trade secrets, and the exemption from disclosure applies "unless the public interest requires disclosure in the particular instance," ORS 192.501(2). Therefore, non-disclosure of documents or any portion of a document submitted as part of this solicitation may depend upon official or judicial determinations made pursuant to the Oregon Public Records Law.
In any event, EWEB will, to the fullest extent permitted by Oregon Law, assist the Bidder in protecting proprietary information submitted pursuant to this Invitation to Bid."
1.2 Bid Submission:
a. Bid Submission. The bid response and one electronic copy of the bid response (flash drive acceptable) shall be sealed and delivered to EWEB’s Purchasing Department, prior to the bid closing time and date stated in the Invitation to Bid/Advertisement (Section 00100). Bids received after the bid closing time and date will not be considered for award.

The First-Tier Subcontractor disclosure must be submitted with the bid response or bidders must coordinate a delivery time within two (2) working hours of the bid closing date and time.
c. Addenda. EWEB reserves the right to make changes to the Invitation to Bid and the resulting
Contract by written addenda, prior to the closing time and date. Addenda shall only be issued by EWEB and upon issuance, are incorporated into the Invitation to Bid or the resulting Contract.
If required by addendum, Bidders shall sign and return the addendum prior to the bid closing time and date. Addenda shall be obtained electronically at the State of Oregon bid site at:
https://oregonbuys.gov/bso/. The Bidder is responsible for ensuring that all addenda have been downloaded from the bid site OR received and are acknowledged in their bid response.
d. Security to be Furnished by Each Bidder. When the bid price exceeds $100,000, or when otherwise required by the Contract Documents, the bid shall be accompanied by a certified or cashier's check or bid bond in an amount equal to 10% of the total amount of the bid as bid security to ensure that the Bidder, if offered, will execute the Contract agreement and provide the performance bond and payment bond as required. The lowest responsible and responsive Bidder will be required to provide a performance/payment bond in an amount equal to 100% of the Contract award if the bid price exceeds $100,000 or if otherwise required in the bid documents.
EWEB reserves the right to hold the bid security of all Bidders until the Notice to Proceed is issued or for ninety (90) calendar days after bid closing, whichever is sooner (unless a longer or shorter period is specified in the Invitation to Bid.)
Should the Bidder fail to execute the Contract agreement and furnish the satisfactory performance bond and payment bond after the bid has been accepted, the bid security shall become the property of EWEB.
e. Modification of Bids. Once submitted, bids may be modified in writing prior to the time and date set for bid closing. Modifications shall be prepared on the Bidder's letterhead, signed by an authorized representative of the Bidder, shall state that the new document supersedes or modifies the prior bid and shall be submitted in a sealed envelope, appropriately marked identifying the bid number and closing time and date. Telephone, telegraphic, emailed, and facsimile modifications are not acceptable. The written modification shall be made a permanent part of the public bid file.
f. Withdrawal of Bids. A bid may be withdrawn prior to the bid closing time and date. Bids may be withdrawn in writing on the bidder's letterhead and signed by an authorized representative of the Bidder. The written bid withdrawal shall be made a permanent part of the public bid file.
Bids may not be withdrawn after the date and time for submission of bids.
1.3 Bid Evaluation & Award:
a. Minimum Requirements. Evaluation of bids will be based on minimum requirements established by the specifications and compliance with conditions of the Invitation to Bid and shall be subject to Oregon Revised Statutes (ORS) 279A, 279C, and EWEB Public Contracting Rules, Divisions 1, 2, 5 & 6. EWEB may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of EWEB that it is in the public interest to do so.
References. EWEB reserves the right to investigate any and all references and the past performance information provided in the proposal with respect to Respondent's successful performance of similar projects, compliance with specifications and contractual obligations, completion or delivery of a project on schedule, and lawful payment of employees and workers.
EWEB reserves the right to check any and all sources for information and to include sources other than the references provided in the Proposer's proposal. EWEB may consider information available from any such source including government bodies and regulatory authorities in evaluating respondents, including past experience EWEB has had with the proposer.
b. Method of Award: Award shall be made to the lowest Responsive and Responsible bidder for the total of all line items. Award shall be made to one bidder and one bidder only.
c. Oregon Preference. Award shall be subject to preference for goods or services that have been manufactured or produced in Oregon if price, fitness, availability and quality are determined by EWEB to be equal (ORS 279A.120).
d. Reciprocal Law. In determining the lowest responsible bidder, a nonresident bidder eligible to receive a preference in the state in which the bidder resides, shall have that same percentage preference added to the bid amount in accordance with EWEB
Rule 5-0390(5)(a).
e. Responsibility. The competency and Responsibility of bidders and of their proposed
Subcontractors will be considered in making the award.
f. Certification of Alteration or Erasure. A bid may be rejected if it contains any material alteration or erasure. Nothing in this paragraph shall be construed as allowing the bidder to alter or otherwise change the form of the offer, the form of the Contract, the conditions of the bid, the specifications, and/or plans attached to the bid documents. Unless otherwise specifically allowed in the bidding documents, no changes or modifications to an offer may be made after the bid closing date & time.
g. Time for Bid Acceptance. EWEB reserves the right to consider a bid response containing a condition that limits its time for bid acceptance. EWEB may, solely at its option, accept a shorter time for bid acceptance, even though the Invitation to Bid may state a longer period. EWEB reserves the right either to accept or reject the bid response containing the time condition, if the bid response is otherwise the lowest responsible and responsive bidder.
h. Bid Reading. At the prescribed time and place bids will be publicly opened and read aloud.
Bidders are invited to be present and record results. Award decisions will not be made at bid opening. Only the name of the bidder(s) and the bid item(s) to be considered for award purposes will be read at the bid opening.
i. Bid Results.
To obtain bid results, notes may be taken at the public reading of the bid, or a personal inspection may be made of the bid files at a later date, BY APPOINTMENT. Bid tabulations and bid status shall be obtained electronically at https://oregonbuys.gov/bso/.
j. Right of Rejection. EWEB reserves the right to reject stipulated and/or unbalanced bids that are determined by EWEB to not be in its best interest.
EWEB reserves the right to reject any bid not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all bids upon a finding that it is in the public interest to do so. (ORS 279C.395)
k. Protest of Award. EWEB Rule 5-0450(4)(a). A bidder may protest the award or intent to award a Contract if: The bidder is adversely affected because the bidder would be eligible to be awarded the Contract in the event that the protest were successful; and the reason for the protest is that all lower bids are nonresponsive; or EWEB has failed to conduct the evaluation of bids in accordance with the criteria or processes described in the solicitation document; or EWEB has abused its discretion in rejecting the protestor's bid as nonresponsive; or EWEB's evaluation of bids or EWEB's subsequent determination of award is otherwise in violation of EWEB Rules.
Eligible bidders protesting award shall follow the procedures described herein. Protests that do not follow these procedures shall not be considered. This protest procedure constitutes the sole administrative remedy available to bidders.
1. Protests must be received within seven (7) days after issuance of the notice of intent to award the Contract. EWEB will not consider late protests.
2. All protests must be in writing, signed by the protesting party or an authorized Agent and submitted to the EWEB Contract Specialist listed on page 1. The protest must state all facts and arguments on which the protesting party is basing the protest.
3. Only protests stipulating an issue of fact concerning a matter of bias, discrimination or conflict of interest, non-compliance with procedures described in the procurement documents, or EWEB policy shall be considered. Protests based on procedural matters will not be considered.
4. EWEB’s Purchasing Manager will review the protest and will fax and mail the protesting party a written response within three (3) business days of receipt of the written protest to the fax number and address provided in the bid or proposal. Any written response may be comprised of a determination of the protest, a notice to the protesting party of the need for additional time in which to evaluate the matter, or other notice to the protesting party.
5. If the Purchasing Manager’s determination (response) is adverse to the protester, any further appeal of the Purchasing Manager’s determination by the party must be submitted in writing to EWEB’s General Manager within three (3) business days of issuance of the Purchasing Manager’s determination (response).
6. EWEB’s General Manager will review any appeal of the Purchasing Manager’s determination and shall fax and mail, in accordance with the fax number and address provided in the bid, the protesting party a written response within three (3) business days of receipt of written appeal.
7. If the determination of the General Manager is adverse to the protesting party’s interest, the protesting party may only appeal to EWEB’s Board of Commissioners by filing a written notice of appeal to the Board with the General Manager within two (2) business days of issuance of the General Manager’s written determination.
8. The Contract Review Board, in considering the protest, shall review the documentation presented to the Purchasing Manager and the General Manager on or before the next regularly scheduled Board Meeting, but in no event shall they be required to review in less than ten (10) business days, and thereafter, base their decision on such material. East 40th Avenue Storage Tanks Project No.: 2201086 Geotechnical Investigation and Seismic Hazard Study Eugene, Oregon
Dear Ms. Farthing:
We have completed the requested geotechnical investigation and seismic hazard study for the above-referenced project. Our report includes a description of our work, a discussion of the site conditions, a summary of laboratory testing, and a discussion of engineering analyses. Recommendations for site preparation and foundation design and construction are also provided.
A seismic hazard study was also completed to identify potential geologic and seismic hazards and evaluate the effect those hazards may have on the proposed site. The study fulfills the requirements presented in the 2019 Oregon Structural Specialty Code (OSSC 2019) for site-specific seismic hazard reports for essential and hazardous facilities, and major and special-occupancy structures. The 2019 OSSC is based on the 2018 International Building Code and ASCE 7-16. Results of the study (provided in Appendix D) indicate there are no geologic or seismic hazards that require special design consideration or would preclude construction of the proposed reservoir. The study was completed by Brooke Running, R.G., C.E.G.
There are numerous values in geotechnical investigations that are approximate including calculated parameters, measured lengths, soil layer depths, elevations, and strength measurements. For brevity, the symbol “±” is used throughout this report to represent the words approximate or approximately when discussing these values.
It has been a pleasure assisting you with this phase of your project. Please do not hesitate to contact us if you have any questions or if you require further assistance.
Sincerely, FOUNDATION ENGINEERING, INC.

GEOTECHNICAL INVESTIGATION
AND SEISMIC HAZARD STUDY
EAST 40TH AVENUE STORAGE TANKS
EUGENE, OREGON
BACKGROUND
The Eugene Water & Electric Board (EWEB) is planning to construct two new reservoir tanks on a currently undeveloped property located at the south terminus of Patterson Street, south of E 40th Avenue in Eugene, Oregon. The site location is shown on Figure 1A (Appendix A). The proposed site layout is shown on Figure 2A (Appendix A). The new 7.5-million-gallon tanks will have a diameter of 210 feet and will extend up to 35 feet below the current grades with a bottom of tank elevation of El. 577.
A preliminary investigation of the site was conducted by Branch Engineering. That investigation included five borings advanced using a track-mounted air-rotary drill rig. The drilling was able to confirm the presence of bedrock, but the use of air-rotary precluded the ability to obtain rock core samples. Therefore, additional exploratory drilling was required to provide more detailed information for design and construction.
EWEB is the project owner and Murraysmith is the lead design consultant. EWEB retained Foundation Engineering, Inc. to conduct a geotechnical investigation for the project. Our original scope of work was outlined in a proposal dated October 1, 2020, and authorized by Personal Services Contract # 20-200-Q.
We completed an initial field investigation in November 2020. The geotechnical investigation included exploratory drilling and laboratory testing. The findings were summarized in a draft report dated March 12, 2021, to assist EWEB with their preliminary planning and selection of the tank locations.
Subsequent to our initial work, EWEB requested additional exploratory drilling be completed near the location of the west tank to provide supplemental subsurface information and to help determine the transition between the softer and harder bedrock encountered in the previous explorations. Our scope of work for the additional drilling was outlined in a proposal dated April 28, 2021, and authorized by a signed amendment. The additional field investigation was completed in May 2021. The findings of the additional field explorations and laboratory testing are described in this report. This report also includes analyses and design and construction recommendations.

LOCAL GEOLOGY
Detailed discussions of the local and regional geology, tectonic setting, local faulting, historical seismicity, seismic hazards, and design earthquakes are included in the Site-specific Seismic Hazard Study report (Appendix D). References cited in this section are found in Appendix D. An abbreviated discussion of the local geology is provided below.
The project site is located within the southern Willamette Valley, ±3 miles south of the Willamette River in South Eugene. Local geologic mapping indicates the project site is underlain by bedrock of the Fisher Formation (Yeats et al., 1996; Madin and Murray, 2006; McClaughry et al., 2010). The Fisher Formation consists of volcaniclastic sedimentary rock and tuff with interfingering andesitic to basaltic flows. The rock can be deeply weathered or hydrothermally altered (Walker and Duncan, 1989; Yeats et al., 1996; Madin and Murray, 2006).
The subsurface conditions encountered in our explorations are consistent with the mapped local geology. The bedrock encountered within the explorations are interpreted to be the Fisher Formation based on the local geologic mapping. Details of the subsurface conditions are provided in the Subsurface Conditions section below and in the exploration logs (Appendix B).
FIELD EXPLORATION
We drilled seven exploratory borings (BH-1 through BH-7) at the site between November 9 and November 15, 2020. BH-1 through BH-3 were drilled near the proposed east tank, BH-5 through BH-7 were drilled near the proposed west tank, and BH-4 was drilled between the two tanks. The explorations extended to depths of ±30 to 52 feet.
We returned to the site on May 12 and May 13, 2021, and completed three additional borings (BH-8 through BH-10). The additional explorations were completed within the footprint of the proposed west tank. Those borings extended to depths of ±40 to 47 feet.
The individual drilling depths were selected to extend below the planned bottom of tank elevations. The boring locations are shown on Figure 2A. The ground elevations at the boring locations were estimated based on the topographic survey contours.
The borings were drilled using a CME-55 track-mounted drill rig with mud-rotary drilling and HQ-sized wire-line coring methods. Soil samples were obtained at 2½-foot intervals using a split-spoon sampler in conjunction with the Standard Penetration Test (SPT). The SPT provides an indication of the relative stiffness or density of the soil. Continuous, HQ-wire line rock coring was completed once coreable rock was encountered.
Geotechnical Investigation and Seismic Hazard Study 3 Project No.: 2201086 Eugene, Oregon Eugene Water & Electric Board
The borings were continually logged during drilling. The final logs (Appendix B) were prepared based on a review of the field logs and the results of the laboratory testing, and an examination of the soil and rock samples in our office. Upon completion of drilling, the boreholes were backfilled with bentonite chips and bentonite grout, in accordance with Oregon Water Resources Department (OWRD) guidelines.
LABORATORY TESTING
The laboratory testing included moisture content, percent fines, and Atterberg Limits tests to help classify the soils according to the Unified Soil Classification System (USCS) and estimate their overall engineering properties. Non-tested samples were visually classified in accordance with ASTM D 2487 and ASTM D 2488. USCS symbols shown on the boring logs for untested samples should be considered approximations. The test results are summarized in Table 1C (Appendix C). The moisture contents are also shown on the boring logs (Appendix B).
Twenty (20) unconfined compression (qu) tests were completed on rock core samples to evaluate the bedrock strength. Seven tests were conducted with continuous stress-strain measurements to evaluate the elastic properties of the rock in addition to the peak qu values. The other thirteen tests focused on the maximum qu values only. The stress-strain curves are plotted on Figures 1C through 7C (Appendix C) and the qu values for each of the tests and core sample information are summarized in Table 2C (Appendix C). The test results indicate unconfined compressive strengths ranging from ±8,216 to 26,388 psi, consistent with strong (R4) to very strong (R5) rock.
The test on CS-9-2 from ±13.8 to 14.3 feet indicated a qu of 4,999 psi, which corresponds to medium strong (R3) rock. However, our field identification, based on the methods outlined in the ODOT Soil and Rock Manual (1987), indicates the rock is typically strong to very strong (R4 to R5). It was noted the test sample failed along existing jointing. Therefore, we believe the qu test results for this sample underestimated the rock strength.
SUMMARY OF SURFACE AND SUBSURFACE CONDITIONS
Surface Conditions
The site is located on the northern slope of an undeveloped, 10-acre parcel south of E 40th Avenue. Survey information provided by EWEB indicates the crest of the hill lies at ±El. 620. At the planned tank locations, the ground surface slopes down to the northeast with ±5:1(H:V) to ±10:1(H:V) slopes. South of the planned tank locations the ground surface slopes more steeply down to the southwest with slopes as steep as ±2.5:1(H:V). The ground surface is predominately covered in grass and several large trees. A meadow occupies the northern extent of the site.
Geotechnical Investigation and Seismic Hazard Study 4 Project No.: 2201086 Eugene, Oregon Eugene Water & Electric Board
Subsurface Conditions
We developed a series of cross-sections across the site utilizing topographic data provided by EWEB and subsurface information from the borings. The cross-section locations are shown on Figure 2A. The cross-sections, shown on Figures 3A through 7A (Appendix A), indicate the site is underlain by a thin mantle of topsoil followed by residual soil (i.e., bedrock that has decomposed in place to the consistency of soil) and bedrock of the Fisher Formation. The topsoil consists of soft to stiff sandy silt. The residual soil typically includes medium dense to very dense silty sand with rock fragments, medium dense to very dense, silty sandy gravel, and hard clayey silt with rock fragments. The exception was BH-8, which encountered residual soil consisting predominately of stiff to hard silt with some sand and cobbles.
Bedrock was encountered at depths of ±0.5 to 11.5 feet in most of the borings. The exceptions were BH 7, which encountered bedrock at ±32.5 feet, and BH 10, which encountered bedrock at ±17.5 feet. The estimated ground surface elevations, exploration depths, and bedrock elevations for each of the borings are shown on the boring logs and cross-sections. The data is also summarized in Table 1B (Appendix B).
The bedrock is predominantly comprised of medium strong to very strong (R3 to R5) basalt. Extremely weak to very weak (R0 to R1) silty sandstone was encountered above the basalt in BH 3. Very weak to weak (R1 to R2) tuff underlies the basalt in BH-6 at ±38 feet. In BH 7, very weak (R1) sandy siltstone was encountered below the residual soil from ±32.5 to 38 feet, followed by very weak (R1) tuff to ±39.9 feet and weak (R2) basalt breccia to ±44.6 feet. The basalt breccia in BH 7 is underlain by strong to very strong (R4 to R5) basalt to the bottom of the boring. Very weak (R1) tuff was encountered below the residual soil in BH-8 from ±11.5 to 34.2 feet, followed by very weak (R1) sandstone from ±34.2 to 43.8 feet, and very weak (R1) tuff from ±43.8 feet to the bottom of the boring (i.e., ±47 feet). In BH-9, very weak to weak (R1 to R2) tuff is interbedded in the basalt below ±35 feet. In BH-10, the residual soil is underlain by extremely weak (R0) tuff from ±17.5 to 26.8 feet, followed by very weak to weak (R1 to R2) silty sandstone from ±26.8 to 29.3 feet, and extremely weak to very weak (R0 to R1) tuff from ±29.3 feet to the bottom of the boring (i.e., ±40 feet).
The joint spacing ranges from very close to moderately close. Rock Quality Designation (RQD) values vary with location and depth and range from 0 to 100%.
The overall average RQD value is ±46.5%. An information sheet is included in Appendix B providing descriptions of the weathering, rock hardness, jointing, and RQD criteria used in our evaluation of the bedrock. Photos of the rock core are shown in Photos 1B through 39B (Appendix B).

Ground Water
Mud-rotary drilling techniques precluded measurement of ground water levels in the borings during drilling. Based on the subsurface conditions, we anticipate water perches on the shallow bedrock in the wet, winter months. The perched water may disappear in the dry, summer months.
DISCUSSION
Rock excavation will be the key geotechnical consideration. We understand the planned finish floor (FF) elevation is El. 577 for both tanks. The excavations for the tanks will extend 5 feet below the FF elevation (i.e., to El. 572) to provide room beneath the floor slab for utilities, a granular leveling layer, a leak detection layer, and a foundation drain layer.
Surface elevations at the planned tank locations range from ±El. 584 to El. 606.
Therefore, excavation depths ranging from ±12 to 34 feet will be required. Based on the subsurface information from our boings, we anticipate excavations will extend ±0.5 to 24 feet below the bedrock surface at the west tank location and ±14 to 26 feet below the bedrock surface at the east tank location.
The unconfined compression (qu) test results indicate qu values ranging from ±4,999 to 26,357 psi, with an average of ±18,933 psi. The joint spacing in the bedrock ranges from very close (i.e., less than 2 inches) to moderately close (i.e., 1 to 3 feet).
Based on the rock hardness and the joint spacing, we anticipate it will not be practical to excavate the rock by digging with an excavator bucket alone. We believe it will be necessary to fracture the rock prior to excavating. Potential rock fracturing methods include hammering the rock with a hydraulic ram, drilling and splitting, or controlled blasting. Considering the overall volume of the bedrock to removed, we believe controlled blasting will be the most practical method for breaking up the bedrock.
The excavations will extend through topsoil and residual soil and into the underlying bedrock. The topsoil and residual soil include soft to stiff sandy silt, stiff to hard silt, and medium dense to very dense silty sand. We anticipate the topsoil will correspond to an OR-OSHA Class B soil due to its undrained shear strength and plasticity.
Much of the residual soil is described on the boring logs as sandy soil, which is typically categorized as an OR-OSHA Class C soil. However, we anticipate the residual soil will correspond most closely to an OR-OSHA Class B soil due to its stiffness/density and relict bedrock texture. OR-OSHA recommends a maximum temporary cut slope of 1:1(H:V) in Class B soil. Suitable cut slopes in these soils will have to be confirmed in the field at the time of construction. The soil may degrade when exposed to rainfall. Therefore, during wet weather, the cut slopes should be covered in plastic sheeting and inspected daily.
Geotechnical Investigation and Seismic Hazard Study 6 Project No.: 2201086 Eugene, Oregon Eugene Water & Electric Board
The bedrock will likely satisfy the OR-OSHA criterion for stable rock where it is not disturbed. OR-OSHA allows vertical cuts in stable rock. The site layout and subsurface conditions should provide sufficient room to grade the temporary cut slopes to OR-OSHA standards without the need for shoring.
ENGINEERING ANALYSIS
Seismic Design
A detailed seismic hazard study was completed for the site and the findings are summarized in Appendix D. The study concluded there are no seismic hazards that would preclude construction of the proposed reservoir tanks, provided the earthwork is completed as recommended herein.
Site Response Spectra. We developed site response spectra for the site in accordance with the AWWA D110-13 (R18) Section 4.3. The AWWA D110-13 site response is separated into components with an impulsive component representing the structure with 5% damping and a convective component with 0.5% damping representing the fluid contents.
Based on the interpreted cross-sections, we anticipate the tanks will be underlain by medium strong to very strong (R3 to R5) basalt or by weak (R2) basalt breccia or very weak to weak (R1 to R2) tuff or sandy siltstone followed by medium strong to very strong (R3 to R5) basalt. We have concluded the subsurface conditions correspond most closely to an AWWA Site Class B.
AWWA D110-13 references ASCE 7-05 for seismic design. Seismic design in ASCE 7-05 utilizes USGS 2002 seismic maps. For our evaluation of the tank site, we used the updated USGS 2014 maps referenced in ASCE 7-16 and OSSC 2019 to provide the spectral accelerations consistent with the current building codes.
Risk-targeted maximum considered earthquake (MCER) ground motions on bedrock were obtained using modified USGS 2014 maps with 2% probability of exceedance in 50 years (i.e., a ±2,475-year return period).
