About this file
This document is an Addendum to the Invitation to Bid (ITB) for the E 40th Ave Storage Tanks Construction project issued by the Eugene Water & Electric Board (EWEB) in Eugene, Oregon. The addendum modifies the original bidding documents by providing revised attachments including the Pre-Bid Attendance Sheet, Bid Form, and Gate Valve Specification Section. It also responds to questions received from bidders regarding project details such as the supply voltage for the electric actuator motor, pumpability of the concrete mix, and coating requirements for the ductile iron piping. The closing date and time for the bid remain unchanged.
The key changes made in this addendum include the addition of a minimum 20 CY pumping test requirement for the Class B concrete mix, revised coating requirements for the ductile iron piping, and the addition of a $25,000 allowance for parking. EWEB also clarified that they will be procuring the pipe, hardware, and gaskets that run through the pipe blocks, with the contractor responsible for unloading the pipe upon delivery.

ADDENDUM #3
E. 40th Ave Storage Tanks – Tank Construction
ITB 22-021-PW
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
1. Attachments:
a. Revised Pre-Bid Attendance Sheet
b. Revised Bid Form Section 00400
c. Gate Valve Spec Section 40 05 23.15
2. Responses to Questions Received:
Question 1: What is the supply voltage for the electric actuator motor?
Response: The supply voltage is 240V single phase.
Question 2: We MUST be able to pump the class B mix for floor and roof slabs. This is not an option.
The 1-1/2” crushed rock mix has been proven to not be pumpable, as such we must defer to the ready-mix supplier for constructability. If we cannot get the gradations modified to a smaller crushed rock for Class B we will have a constructability problem on this project that we cannot accurately place a cost on at this time.
Response: Pumpability test requirements will be added via this Addendum 3.
Question 3: Will a 1-1/2” round river rock be acceptable in lieu of crushed rock, and will any admixtures need to be added as a result? If so, we can pump their round rock mix.
Response: Round river rock is not acceptable.
Question 4: Can we substitute the ¾” aggregate Class A mix for the Class B mix per the specifications?
Response: The larger aggregate is specified to reduce cracking potential. Please use the specified aggregate.
Question 5: Specification 33 16 10.10, part 2.1.F.1.b and d specify that encased pipe to be unprimed and uncoated, however drawings M1 and M2 call for exposed DI pipe to be coated including 3” into the concrete. The encased spools that extend above the floor, if Owner provided, need to be primed for field coatings to be applied. Please clarify.
Response: Encased pipe DI pipe should be cement lined and factory prime coated. Factory or field coat piping exposed to potable water. Coating shall extend 6” into the concrete for concrete encased DI pipe.
Question 5: At the pre-bid it was stated that EWEB was procuring the potential long lead time pipe and the concrete encased pipe that goes beneath the reservoir. I am unable to find this “Owner Furnished” clarification in the bid documents. Can we get a confirmation or clarification as to what scope of pipe the Owner is furnishing for the project and who is responsible for unloading the pipe upon delivery?
Response: EWEB will be procuring the pipe, hardware and gaskets that runs through the pipe blocks as shown on M1 and M2. Contractor will be responsible for unloading the pipe upon delivery. See below in the technical addendum items.
Question 6: Specification 33 16 10.10, part 2.1.F.3-overflow piping type and configuration does not agree with the drawings, most notably drawing M5. The specification states HDPE cone, however, drawing M5 shows this cone to be welded stainless steel with a 316SST flanged base connection to the overflow piping. Specification part c.1 call for the overflow pipe to penetrate the tank floor, however, M5 shows the overflow piping through the wall with no penetrations through the floor. Please clarify material type and configuration for the overflow piping, cone, and baffle.
Response: Overflow piping cone shall be stainless steel as called out on M5. The overflow pipe is on the exterior and does not penetrate the floor slab.
Question 7: Detail B/S12 calls out for Sikafelx 2C-SL sealant at the pipe penetrations. A few years ago SIKA stopped paying for the NSF-61 certification testing on this product, and as such it has been removed from the submittal product data. If NSF-61 documentation is required for use of this product in a potable water reservoir than we recommend changing this call-out to SIKA 2C-NS which meets NSF- 61 certification.
Response: Sika 2C-NS is acceptable.
Question 8: Injectable Waterstop specification 036410: The specifications part 3.1.D call for this to be installed at the 9” PVC wall footing-to wall joint waterstop and at the 6” vertical wall pvc waterstop joints which we are in agreement. However, on past projects we have been directed to install this on encasement pipe pvc waterstop joints and on floor slab horizontal pvc waterstop construction joints as well. Since this scope of work is only called out to be provided in the specifications and not currently detailed on the drawings please clarify the full scope of where this will be directed to be installed in the field.
Response: Injectable waterstop is not required along the floor slab horizontal PVC waterstop construction joints.
Question 9: Contractors Parking: Due to the site constraints and tight bidding window and potential needs of times where a crew of 20-30 could be onsite with no room for parking is the Owner willing to add a bid item to the bid form with an allowance to cover potential parking rental areas and even shuttling as required to keep all bidders equal. This would make the risk easier for everyone and the amount not used would be given back to the Owner.
Response: Contractors are encouraged to carpool when feasible, however, EWEB will add a $25,000 allowance for parking. How parking issues are resolved is the responsibility of the contractor.
Question 10: The Site Water Piping plan (sheet C11) and the specs in section 33 11 10, 2.1.B.4.C for DI pipe, call for class 54 pipe. Then spec section 33 11 10 part 2.1.B.4.e says that pressure class 350 can be used instead of class 54. Pressure class 350 is thinner than class 54 and even thinner than EWEB’s standard class 52 ductile pipe. My question is, can we use pressure class 350 in lieu of class 54 or is that an error that was left in the spec by mistake?
Response: DI pipe in Sections 33 11 10, 2.1.B.4. shall be Thickness Class 54 DI pipe.
Question 11: Is the dry hydrant called out on sheet C11 note 4 and 7, just a Fire Hydrant with the valve shut off or is it a different configuration? I didn’t see a detail for it.
Response: The dry hydrant is a Fire Hydrant that is specified in Section 33 12 19.
Question 12: I didn’t see the spec section 40 05 23.15, for gate Valves in Volume 2. Can you tell me where I can find it?
Response: Section 40 05 23.15 is attached to Addendum 3.
Question 13: Plan sheet C11 note 1 calls for all site piping to be minimum class 54 but the spec mentioned above in does not reference the washdown piping. Will the washdown piping need to be something other than class 52?
Response: The washdown piping shall be Class 52 per the specifications.
Question 14: Plan sheets C9 and C10 call out the foundation drains and underdrain leads as class 52 DI the specs mentioned above lists them as class 54. Which will be required class 52 or class 54?
Response: Foundation and underdrains are Class 52.
Question 15: Manhole C1 shown on plan sheet C13 and C15 call out a 6” pipe entering the manhole with a flap valve. I cannot find any 6” pipe in this location. Is this a stub and does the 24” stub out of the manhole need to be ductile or will PVC suffice?
Response: This 6” pipe is the valve vault drain, see M7 Section A.
Question 16: The specifications (40 05 23.70, 2.5) call for flap valves that are M&H or Hydrogate and plan sheet C17 note 1 calls for Waterman PF-25 flap gates. They are a little bit different but serve the same basic function. Will either the flap gates in the spec or on the plans be acceptable?
Response: These valves are considered equals and are both acceptable.
Question 17: Plan sheet M1 Section b has a note pointing to the 20” flanged end that appears to require a check valve (chkv) in the sump. It appears to be a blind flange from the sections and details. Is this something other than a blind flange?
Response: Each mixing system has two membrane check valves, one in the sump and one on the end of the header pipe. These are specified in Section 11 95 00.
Question 18: The mixing manifold pipe supports on detail 2/M4 call out four (4) 2” wide stainless pipe straps per support. Please note the concrete pipe supports are only 12” thick. Typically, we only see two of these straps for a 12” thick concrete support. If we use 4 straps there will not be enough concrete thickness to allow for 3” edge distance for all of the anchors. Please advise.
Response: Provide (2) 2” wide stainless-steel straps at each support for both he inlet/outlet and washdown pipes.
Question 19: We have been asked to look at this project and had a question. On drawing D-38469-M7 shows to provide a Pressure Transducer. It says it’s provided by the System Integrator. Does EWEB have an integrator for this project already? if not there is no spec section for the transducer. Please see below. thank you
Response: All instrumentation and integration will be provided by EWEB.
