ADDENDUM #2

E. 40th Ave Storage Tanks – Tank Construction

ITB 22-021-PW

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

1. Pre-Bid Attendance List attached.

2. Responses to Questions Received:

Question 1: What are the dewatering requirements?

Response: The City of Eugene Erosion and Sediment Control 1200 CN permit requires that a dewatering plan be submitted and approved by the City of Eugene. The permit requires that the plan be prepared and stamped by an Engineer licensed in the State of Oregon. The dewatering plan is within the scope of the bid and will need to be provided by the contractor.

Question 2: What are the noise limits?

Response: The work is required to adhere to the City of Eugene Noise Ordinance for construction work.

The ordinance does not have a maximum decibel limit for noisy construction activity.

Question 3: What are the normal working days and hours?

Response: The normal working days and hours are Monday through Friday 7 am to 5 pm. Hours outside of these need to be approved in advance by EWEB.

Question 4: Are there other areas available for crew parking?

Response: Parking should, when practicable, be limited to the site. Parking on Patterson St. should be avoided for everyday construction work (crew parking etc.). Contractor is responsible for finding suitable parking if more than what is available on site or nearby is not sufficient.

Question 5: Will additional details be provided for the electrical design?

Response: Additional details will be provided for the electrical design at a later stage in the work. For the purposes of this contract, the electrical scope is limited to the conduits shown on E11 and E12.

Wiring, panel, and termination details will follow.

Question 6: Can the bid date be extended a week?

Response: It is not possible to extend the bid date due to the requirements of the project schedule.

Question 7: Will E20 be provided, it is missing from the drawing set?

Response: E20 will be removed. Please delete the reference from the set and change the total page number count on the bottom of each sheet from 56 to 55.

Question 8: The Plans show 24” electric actuated valves on sheet M7 and the specs call for 18” in Specification Section 25 32 13. Which will be required 18” or 24”?

Response: The plan is correct; the valves are 24” electric actuated butterfly valves.

Question 9: Are seismic controllers going to be provided with the butterfly valves?

Response: Seismic controllers are not being provided as part of this project.

Question 10: Is there an engineer’s estimate for the work?

Response: The engineer’s estimate is $17,000,000.

Question 11: Would an ASTM C1293 ASR requirement/test method in lieu of ASTM C289 be acceptable?

Response: Results from ASTM C1293 in lieu of ASTM C289 are acceptable.

Question 12: The 1-1/2” mix (Class B Mix) is requiring 6% +/- 1%. air entrainment, is this correct?

Response: This is correct, the air entrainment is a requirement of ACI 318, Chapter 19, for any concrete exposed to freeze-thaw temperatures.

Question 13: The notes on D-38084-S15 call out an aluminum handrail but Detail 2 calls out a 316 Stainless Steel baseplate. Please confirm the material type.

Response: The call out in Detail 2 is incorrect, the base plate should be aluminum to match the handrail.

Question 14: Sheet E11 show conduits P100 and C100. What are the lengths of these conduits?

Response: P100 and C100 will be provided by others and are not included in this contract.

Question 15: On Sheet E11, is it acceptable to route the conduit on vertical strut to eliminate a trip hazard?

Response: The conduits should be surface mounted to the side of the storage tank and then be embedded in the roof concrete.

Question 16: In the requirements, the superintendent is required to be onsite full time. We are a civil contractor and there will be a period when only the tank sub will be performing work, during this time will the general contractor be able to pass the superintendent role onto the tank sub?

Response: It is acceptable to pass the superintendent role to the tank subcontractor provided they meet the minimum qualifications.
