About this file

This document is an Addendum to an Invitation to Bid (ITB) for the Regional Fuel Supply Cooperative organized by the Eugene Water & Electric Board (EWEB) on behalf of the Greater Oregon Fleet Cooperative (GOFC). The ITB solicits bids from qualified contractors to provide unleaded gasoline and renewable diesel fuel for bulk delivery and cardlock station access to GOFC member agencies including Lane County, the City of Eugene, Lane Transit District, 4J School District, Springfield School District, Bethel School District, and the Springfield Utility Board. The addendum revises the Agency Delivery Location Information in Exhibit A to include additional locations for the City of Corvallis and Benton County Public Works. It also provides responses to vendor questions, such as confirming that only bids using OPIS pricing will be evaluated, bidders must bid on all items to be considered responsive, and the current incumbent for bulk fuel deliveries is Carson Oil.

The ITB specifies that award will be made to the lowest responsive and responsible bidder for the total of the items selected, although EWEB reserves the right to make a multi-award. Estimated annual fuel quantities across all sites total over 2.5 million gallons. The bid closing date remains unchanged. Pricing, ability to meet specifications, product quality, delivery requirements, and other contractor qualifications will be the key factors in the evaluation and award.

ADDENDUM #1

Regional Fuel Supply Cooperative

ITB 21-094-GS

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Description of Change(s)

1. Updated Exhibit A: Agency Delivery Location Information is revised to include City of Corvallis and Benton

County Public Works addresses.

Questions and Answers:

The following Vendor Questions were submitted:

Q: Will EWEB consider accepting alternative bids for the Cardlock portion of the bid that is not based on OPIS pricing?

A: No. Only bids using OPIS pricing will be evaluated. A vendor may submit alternate pricing as additional information, but only OPIS pricing will be evaluated when considering the low responsive and responsible bidder.

Q: Will there be a way to access the bid opening virtually for those who cannot attend?

A: No. However, EWEB will post the Bid Tab on OregonBuys immediately after the bid opening.

Q: Are bidders required to bid on all items, including fleet cards, in order to be marked responsive?

A: Yes, bidders must bid on all items to be considered responsive. Please note that Section 1.16 states:

Award shall be made to the lowest responsive and responsible bidder for the total of the items selected for award. It is EWEB’s intention to award to one (1) Contractor for all bid items, however EWEB reserves the right to make a multi-award by item, group of items, or entire bid, whichever is the best interest of EWEB and GOFC members.

The lowest responsive and responsible Bid, and will be based on factors such as pricing, the ability to meet all specifications, product quality, the ability to meet delivery requirements, and other contractor requirements that are identified herein.

Q: Who is the current fuel incumbent for bulk fuel deliveries to locations under the cooperative? 1. Who is the current incumbent for fuel cards under this cooperative?

A: Carson Oil
