About this file

This is Addendum #2 to an Invitation to Bid (ITB) issued by the State of Oregon for McKay Lodge HVAC, Roof Replacement, and Related Services (Solicitation 2021200015). The addendum, dated September 29, 2021, and issued by Shawn Hubbell, Purchasing Analyst, clarifies project specifications and bonding requirements for potential bidders. The project requires HVAC system modifications that maintain split systems rather than converting to rooftop packaged units, with refrigerant line-sets routed down exterior walls and below grade to the east side, covered with tamper-resistant pipe or steel conduit of at least 1/8" thickness. The addendum confirms that contractors will have access to water, electric, and toilet facilities on site. Bid security, Performance, and Payment bonds must be submitted on industry-accepted forms from surety companies authorized to conduct business in Oregon.

The addendum addresses critical questions regarding Davis-Bacon wage compliance, confirming that the wage rates from May 2021 included in Attachment C of the ITB remain in effect as the Department of Labor had not issued updated wage determinations at the time of publication. All other terms, conditions, and specifications of the original solicitation remain unchanged. Potential bidders are directed to submit questions regarding the addendum or solicitation to Shawn Hubbell at shubbell@eugene-or.gov.

ADDENDUM #2

The solicitation referenced above is updated & amended as follows:

Answer questions from a potential bidder-

1. Due to the location of the current refrigerant line-sets, is it acceptable to bid the project by moving all equipment to the roof?

No. The project team wants to keep the split systems instead of replacing with rooftop packaged units.

The project team will accept routing the lines down the exterior wall and then below grade in the dirt to the east side and then to the units. The lines would need to be covered with a tamper-resistant pipe or shroud of at least 1/8” steel bent place or conduit. It will not be acceptable to run the lines on the surface of the sidewalk due to the adjacent doors being required exits to the north and south lawns.

2. What forms should be used for the bid bond and if required P&P bond?

Bid security, Performance, and Payment bonds may be submitted on industry accepted forms (AIA for example), however must be from a surety company authorized to do business in the State of Oregon.

3. Will there be an update of Davis-Bacon wages?

The Dept of Labor has not issued a new wage determination, therefore the DB wage rates from May 2021 and included in the ITB as Attachment C will be the rates in effect.

4. Will the contractor have access to water, electric, and toilet facilities?

Yes.

All other terms, conditions and specifications of this solicitation remain unchanged.
