About this file
This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), Florida Highway Patrol, for the procurement of Motorcycles. The addendum revises various sections of the original ITB, including the Calendar of Events, Price Sheet instructions, Quantities, and Warranty terms.
The revised Calendar of Events includes updated deadlines for receipt of written inquiries, responses to contractor questions, receipt of bids, and anticipated posting of the Notice of Intent to Award. The Price Sheet instructions have been updated to provide more detailed requirements for the Base Price, Options Pricing, Labor Costs, Shipping/Delivery Costs, and Percentage Discount. The Quantities section has been revised to indicate the Department's initial intent to purchase approximately 12 motorcycles in the first year, with the ability to order either Harley-Davidson Road King or equivalent alternate motorcycles. The Warranty section has been updated to clarify the manufacturer's warranty terms for the Harley-Davidson Road King or equivalent alternate motorcycles.

Section 3.1 of the ITB is hereby revised as follows:
3.1 Price Sheet Instructions
The Bidder must submit a completed electronic copy (Excel) version and a signed pdf copy ATTACHMENT E, PRICE SHEET as provided by the Department, to be considered for award. Hardcopy/paper submissions will not be accepted, EMAIL

A. The Bidder shall provide a Base Price for a 2024 or newer motorcycle in the yellow cell of ATTACHMENT E, PRICE SHEET below the words “Base Price”. The Bidder shall also provide a Price Per Item in each yellow cell of ATTACHMENT E, PRICE SHEET below the words “Price Per Item” for all items listed in options to determine the “Options Total Price”. The Bidder shall also provide in the respective yellow cells of ATTACHMENT E, PRICE SHEET the following:
1. The number of “Labor Hours” below the words “Labor Hours” required to install each of the separate items listed in “Options – Component Equipment”;
2. A Price Per Item in each yellow cell of ATTACHMENT E, PRICE
SHEET below the words “Price Per Item” for each of the separate all items listed in “Options – Component Equipment”, options to determine the “Options Total Price”;
3. A “Total Labor Cost to Install ALL Options – Component Equipment” for the total labor cost for installation of all the items listed in “Options
– Component Equipment”;
4. A “Per Hour Labor Cost for Installation of Component Equipment” for the cost per hour for the installation of each of the separate items listed in “Options – Component Equipment” and for the installation of all other catalog items not listed in “Options – Component Equipment”;
5. A “Shipping/Delivery Cost (at the Department’s discretion)”; and
6. The “Percentage Discount” for a percentage discount, greater than or equal to 15 percent, off the retail price of all other catalog items not listed in “Options – Component Equipment” on the Price Sheet.
Failure to provide a Base Price for the motorcycle together with all the information required in each yellow cell of the Price Sheet may deem the Price Sheet non-responsive.
B. If bidding on the Harley-Davidson, Bidders shall utilize the tabs marked “Harley-Davidson Initial Term” (Tab 1) and “Harley-Davidson Renewal Term” (Tab 2). If bidding on an approved Equivalent motorcycle (see Section 2.1 of ATTACHMENT B, SCOPE OF WORK), Bidders shall utilize the tabs marked “Equivalent Initial Term” (Tab 3) and “Equivalent Renewal Term” (Tab 4).
C. The Bidder shall use legible handwriting, if applicable, when completing the price sheet(s).
D. All price sheet calculations will be verified for accuracy by the Department.
If mathematical error(s) in a Bidder’s Price Sheet calculations are identified, Base Price, and Options Total Price, and Total Labor Costs to Install ALL Options – Component Equipment submitted by the Bidder will be used to determine the “Initial Term Subtotal”, “Renewal Term Subtotal”, and “Grand Total Price” for that Bidder, unless determined otherwise by the Department.
The “Initial Term Subtotal”, “Renewal Term Subtotal”, and “Grand Total Price” on the Price Sheet will be final based on Department verification. Department-corrected price sheets will be made available upon written request to the Bidder as permitted by state law.
E. Shipping and Delivery
In accordance with subsection 672.319(1)(b), F.S., Bidders must include shipping (i.e., free on board (F.O.B.) destination/inside delivery) cost on ATTACHMENT E, PRICE SHEET. Please refer to ATTACHMENT B, SCOPE OF WORK, Section 6.0, Packing, Shipping and Delivery for more information.
F. The Department will not agree to caveat language for pricing within ATTACHMENT E, PRICE SHEET. A bid submittal that includes caveat language for pricing will be viewed as a conditional bid and the Department will reject the Bidder’s bid submittal. (See, also subsection 3.4, Non- Responsive Bids, Non-Responsible Bidders, below.)
G. ATTACHMENT E – PRICE SHEET, shall be labeled and tabbed separately and should be included with the original copy of the submission.
