About this file

This is a technical requirements document for RFP-IT-2026-212-RB issued by the California Judicial Council to procure a next-generation, commercial off-the-shelf (COTS) voice translator solution for deployment across California courts. The solution must provide real-time, multilingual translation and transcription services to enhance communication between court staff and the public at service points outside the courtroom, supporting equitable access to justice. The system must support 16 languages including Spanish, Mandarin, Portuguese, Russian, Vietnamese, Turkish, Punjabi, Hindi, French, Cantonese, German, Persian, Arabic, Tagalog, Korean, and Japanese. Core requirements include bidirectional speech-to-text transcription with minimum 85 percent accuracy, real-time translation with less than 3-second latency and minimum 90 percent accuracy, text-to-speech capabilities with natural-sounding voices, and support for typed input as an alternative to spoken interaction. The solution must function on single or dual-device configurations, including tablets, PCs, and mobile platforms, with persistent device pairing capabilities to minimize staff effort.

The requirements document specifies that the system must be deployable with minimal court development effort requiring no custom coding, with vendor-performed configuration and ongoing support without requiring court development resources. Security and compliance requirements mandate ADA and WCAG 2.1 AA accessibility compliance, encryption of all data at rest and in transit using AES-256 and TLS 1.2 or higher, configurable transcript retention with options to disable storage entirely, and compliance with California privacy laws including CCPA/CPRA. The solution must achieve 99.90 percent availability in production environments across 24/7/365 operations excluding scheduled maintenance, support enterprise-grade multi-location deployment across California courts, and provide cloud hosting with SOC 2 compliance and ISO 27001 certification. Additional requirements include role-based access control, comprehensive audit logging, automated backup and restore capabilities, disaster recovery procedures with documented testing, and data portability upon contract termination. The document categorizes requirements by priority level (Must Have, Should Have, and Nice-To-Have) and requests proposer responses indicating whether each requirement will be fully met without modifications to COTS code, not met, or partially met with explanatory comments.
