About this file
This document appears to be a set of responses to Request for Information (RFI) questions related to a federal contract opportunity. The key details are:
The contract opportunity is for the B3006 Cooperative Engagement Capability (CEC) Test Range project at Naval Support Activity (NSA) Crane in Indiana. The scope involves designing and performing modernizations for the CEC Range and control room. This includes providing equipment, systems, and subsystems for shipboard, airborne, and expeditionary CEC capabilities. The project also requires upgrading Room 002 to be a COMSEC area. The RFI responses clarify details such as air intake louver location, oil line requirements, cable tray installation, chilled water system design, and outdoor cable tray specifications. The total chilled water heat load for the government-furnished equipment is approximately 120,000 BTU/HR. Water-resistant outdoor cable tray is an acceptable deviation from the Statement of Work requirements.

B3006 RFI 42-48 received 27AUG response 27AUG.
42. Please confirm that it is not required to adjust the location/elevation of the existing air intake louver associated with the existing indoor air handler located in Equip. Room 003. The RFP calls out only to provide security grilles within the existing ductwork at the penetration through the wall. ATFP typically requires that all outdoor air intakes be installed at a minimum of 10’ above grade, however, based upon RFI response 30 in Amendment 001 there are no ATFP requirements associated with the scope of work.
a. Height of existing air intake louver is not required to be modified as part of this effort.
43. RFI response 32 in Amendment 001 indicates that there are “oil lines” to be installed in cable tray #2 located in B3006 Control Room. Please provide additional information on the referenced oil lines required to be installed in cable tray #2.
a. Clarification “oil lines” is in reference to PAO Fluid.
44. Please confirm that the scope of work requires only 1qty exterior cable tray to be installed.
a. Confirmed 1 Exterior tray is needed.
45. The RFP indicates that a single air-cooled chiller and pumping system shall be provided by the contractor. This system has two different discharge water temperature requirements (45 deg F. and 68 deg F.). What is the preferred method of heating the leaving water temperature from 45 deg F. to the required 68 deg. F.?
a. Preferred method is to use chilled water return from ECSC racks to temper the PAO chiller supply water to 68 Degrees. Method to control (PAO chiller) chilled water supply temperature and flow is the responsibility of the contractor.
b. Clarification to SOW. Reference SOW 4.1 Requirements.I.h.iii.8b “Minimum flow rate 8GPM at 10PSI drop.” This unit of measure is per ECSC rack not to be confused with a total ECSC system flow requirement.
46. What is the total heat load rejection of the government furnished equipment to be installed inside of the B3006 Control Room?
a. Reference SOW 4.1 Requirements.I.h.iii.1 “Contractor must provide and install a new chiller and complete chilled water system at B3006 that can provide chilled water meeting all temperature and pressure requirements provided and approved by the Government during design. Heat load is variable and must be supported by Contractor provided chilled water system. Each ECSC unit (total 4) requires 24K BTU/HR of chilled water at 45 degrees Fahrenheit. GFE PAO chiller requires 24K BTU/Hr of chilled water at 68 degrees Fahrenheit. Total maximum chilled water heat load is approximately 120,000 BTU/HR. Insulated buffer tank sizing must be a minimum of 10 gallons per ton of cooling due to maintaining critical temperature requirements.”
i. 24K BTU/HR per ECSC rack is the load into chilled water. In addition to the chilled water load a 5K BTU/HR per ECSC rack is convection load into the Control Room.
47. The basis of design for the outdoor cable tray is not rated as watertight. Please provide an updated basis of design.
a. Water Resistant is Acceptable. Deviation from SOW basis of design is not required.
48. Can the outdoor cable tray be rated as “water resistant” or can the contractor field apply waterproofing? Please note, if waterproofing is field-applied, this would not be manufacturer-rated watertight or water resistant.
a. Water Resistant is Acceptable.
